HERITAGE COMMISSION
Meeting for February 24, 2004

The meeting at the Wilton Public Library was called to order at 8:05. Present were Stanley Young, Robert Chouinard, Leslie Wharton, Gail Hoar, Corinne Blagbrough, and Michael Dell’Orto.

Discussion started immediately regarding the Four Corners Farm, also known as the Temple/Wilton Community Farm. Darryl  Detour and David Provost, attended the meeting  representing L-CHIP. They indicated that the Wilton Heritage Commission would be charged with overseeing the exterior farm buildings. No exterior changes should be made. A document was presented to Commission members outlining the plans for the use of this property. Stanley Young questioned the poor condition of the house and recommended that the shrubs around the house be cleaned up so as to prevent the deterioration of the outside of the building. He also noted that he wanted to inspect the interior of the house before finalizing any agreement. Darryl said he would make it possible for Commission members to view the inside of the property.

Leslie Wharton reported that she had perused this document before the meeting and questioned some of the language that was too general and did not accurately describe this particular situation. The language needs to be more specific to protect the Town of Wilton, the Heritage Commission, and anyone else involved.  Darryl and David agreed to reword this document and send it back to the Heritage Commission in a week to ten days time.

It was also brought out that the High Mowing School wanted to use the house to have a café. Stanley commented that “ the rental of the building would be commercial and he did not think the guidelines would allow a commercial endeavor on this property.”

Stan informed the members that the Town rejected the Commission’s $1950 budget request that represented the money needed to set up the Heritage Commission’s plans to purchase our own computer to document properties. The amount allowed would be $350. Stan said he would appeal this decision at the town meeting.

The letters to the owners of the researched eighteenth century homes, explaining the house plaque project, were completed by Anita Chouinard and mailed out.

Abby and Brian Bart, new owners of 54 Marden Road appeared before the Commission in search of information and help to prevent the widening of the road that goes past their property. They were advised to attend the Town Meeting in order to make their case when the warrant article to appropriate money for this project was presented.

Because of the lateness of the hour, the election of officers was tabled until the March meeting. The meeting was adjourned at 10:05.

Robert A. Chouinard: Secretary
