Meeting called to order at 7:31pm by Chairperson Michael Davidson.

Minutes
VOTE: Line 13 on page one and lines 22 & 23 on page two will be
struck from the May 15, 2002 Minutes. Ms. Castro made a motion to
approve the minutes as amended while Mr. Johnson seconded the motion.
Mr. MacMartin abstained. Motion passed.
CONTINUED CASES
WJAA
Bruce Johnson informed the Board that WJAA is requesting a continuance.
VOTE: Mr. MacMartin made motion to continue the case until next month
and Mr. Faiman seconded. Motion passed.
A&T Forest Products - Lot K-56
Subdivision
Alec MacMartin is off the Board and is replaced by David Holder.
Matt Fish is in for Mark Whitehill.
Present: Don Duval and Alan Stevens.
Mr. Duval supplied test pits information while Mr. Stevens submitted
documents and photographs of the road, which were taken on June 2 &
June 11, 2002 after substantial rainfall as well as driveway plans.
Mr. Faiman confirmed three bounds were present when he walked the bounds.
The Chairperson went over the checklist of requests with A&T Forest
Products.
-Note 14: additional wetlands are more than 150 feet.
-Note showing well and a reference the Blagbrough’s easement.
-Added test pits.
Mark Whitehill is on the Board and replaces Matt Fish
Mr. Stevens gave a presentation on the driveway construction. He informed the Board that the first culvert is the responsibility of the crew building the bridge. Mr. Johnson asked the final grade on the steeper side of the road. Mr. Stevens replied “in some areas not more than 2:1, not really sure the exact figure”. The original trees are still in place along the canal banks. Bruce Johnson asked if Board was inclined to require a “stamped” plan per the situation with the grade. Mr. Davidson addressed where the 18% grade on the road is which Mr. Stevens addressed and said there has been “a ton of rain and nothing moved on the bank”.
Corrine Blagborough submitted a transparency of her wetlands (Done by Mr. Todd) which fits as an overlay to Mr. Stevens’ plan. The Board questioned the flagged areas they viewed during the site walk and she replied that 90% of the flags seen on the site walk were the same.
Wilton Conservation Commission Chairperson, Mr. Spencer Brookes, submitted a document titled ”Site Walk Report” dated 4/29/02 (see file). The commission’s main concerns are the canal side of the road and a vernal pool near a stump dump.
Mr. Brooks believes the pine trees that are holding up the wall will be short-lived and he is concerned what will happen if they die. Mr. Davidson believes in 5 years that area will stabilized. Mr. Stevens explained some of the trees are 70-80 ft. long. From all his experience as long as you don’t cover more than 1 ft. of that tree it won’t kill it. If it does it could take 15-20 years before the tree dies. There is one area by the guard rail that trees will come in from both sides on the down side and the hemlock trees will bring it all together.
Mr. Brookes talked about a vernal pool at crest of a hill, which is very close to a stump dump. The vernal pool is a wetland area and he believes it is a violation because the sill fill could get into the pool. Mr. Stevens replied he had a silt fence around the stump dump and it was seen during the site walk. It was discussed that maybe during construction of the house, the logs could be buried.
Kenton Blagbrough presented a letter (see file) and asked question about the following items: I-1 Rule 1-9 addressed removal of trees, test pit 1, the length of each road that will be built and the status of Old Peterborough Road. Discussion followed.
Mr. Blagbrough believes their property is taking on more water than before. He answered “yes” when the chairperson asked if there was more water volume than before. Mr. Stevens believes silt is not washing down onto the Blagbrough’s property and explained via photos and diagrams.
The chairperson believes Mr. Stevens addressed the Board’s questions and noted Mr. Brookes has two primary questions, which are the vernal pool and retaining wall. Discussion followed.
NRPC Recommendation:
Mr. Higgins believes the sedimentation plan is okay. The only
point of concern is the 11% slope from the other driveway and the 7% slope
from the Burton side. He remarked that this road has been built for
a year and it has been rained on, snowed on, and exposed to other conditions
and noted the road is still there.
VOTE: Mr. Whitehill made a motion to approve the plan with erosion control and sediment test pits submitted and Mr. Faiman seconded the motion. Mr. Johnson abstained. Motion carried.
High Mowing School - Lots F-128, 130 & 131
Campus Construction & Renovation
Present: Robert Todd, Victor Reno, Cary Hughes.
Mr. Todd addressed the notes from the previous meeting:
-Sheet two: note indicating gate installation.
-Sheet four: Fire Chief reviewed the access road and location to the
building and he is no longer concerned and a letter was submitted from
the fire chief. (See file for new letter)
-Lighting
Light Designer, Victor Reno, submitted a revised drawing of the lighting design and photometry layout of the plan, which shows foot-candle measurements. Mr. Reno showed length fixtures and discussed IES cutoff fixture with no direct glare from the lamp. 95% is below 80 degrees from the horizontal and less than 2.5% above 80 degrees. 100 watt lamps on 10 ft. posts with time clock. Discussion followed.
A driveway application was filed but the permit is outstanding.
A turn around and drop off area for day students will be introduced to the plan. It is off the right of way. Mr. Higgins questioned vehicle backup and would like to see it down the road a little bit.
VOTE: Ms. Clark made a motion to accept the application and David Holder seconded. Motion carried.
VOTE: Neil Faiman made a motion to approve the plan allowing the application to remove the fire land if they so desire and to include a proposed turn around off the main access road. Mr. Johnson seconded and added the applicant will come back with an as built for the turnaround. Motion carried.
Robert & Barbara Bragdon - Lot F-42

NRPC reviewed the plan and David Glines walked the bounds.
Addressed the use of the homes (single home on one lot and possible two family home on a second lot).
VOTE: Mr. Faiman made a motion to accept the application and seconded by Mr. Johnson. Motion carried.
VOTE: Mr. Whitehill made a motion to approve the plan and seconded by David Holder. Motion carried.
NEW APPLICATIONS (noticed)
Hope for Homes - Lot K-58
Two Family Residence on Crescent St.
Mr. MacMartin is still off the Board. Mr. Faiman is off the Board
and is replaced by Matt Fish.

NRPC reviewed the plan and it is much improved. (See file for recommendations)
Checklist items have all been provided. Waivers are all warranted
in his view.
Water Commission letter is in the file.
The ZBA requirements:
-No cut in the curb
-Concrete pad in the backyard to be removed.

Grayson & Natalie Parker - Lots B-35 & B-36
Subdivision
Present: Dawn Tuomala, Monadnock Surveyors. (See file for letter
of authorization)
The property is located at Pead Hill and Curtis Farm Road. The Parkers want to give their daughter a piece of land to build a house, which is proposed to be on the corner of lot B-35. In order to access the property they propose a lot line adjustment, which would provide frontage on Curtis Farm Road and access from Curtis Farm Road. Currently, both lots are tree farms. The proposed new lot would be12 acres.
A wetlands crossing application has been submitted to Concord NHDES. The applicant would prefer the wetlands crossing for the home and the tree farm to have one access point. 13-hundred sq. feet would be the access area.
Declaration convenant and soil test pit results were submitted (see file)
Waivers Requested:
-Driveway. Requesting a width of 12 ft. with 2-ft. shoulders
instead of 16 ft., since it will be for one home.
-Waiver for soil scientist (see file)
A question was raised if the convenant deals with the driveway to Lot B-36. Ms. Tuomala explained the site plan would illustrate the driveway coming through and where it will separate (and not go through wetland areas indicated) or add it as a note. Note 13 on plan will specify that the owners can’t move the proposed driveway. A driveway application was submitted. The driveway application can be done after the approval from the Road Agent.
NRPC Recommendations:
Mr. Higgins noted the 8% slope of the driveway. He believes the
driveway waivers are sufficient and it could be approved pending approval
from the Wetlands Bureau. Discussed the driveway slope.
Abutters Walter & Heather Pries of Lot 34. They are concerned about the wetlands and irrigation for a blueberry business on their property. The answer was any septic system is required to be 75 ft. from the setbacks and Ms. Tuomala has the septic system at 125 ft. She informed the Board that the test pit results submitted had the wrong lot number on it but the results were correct and new paperwork was submitted.
Discussion about the height markings (GPS or not).

Doug Nelson - Nelson Candies - Lot J-47
Change of Use
This application was noticed but the application process didn’t receive
full NRPC review. Mr. Nelson did not provide the secretary with a
complete list of abutters, he will submit a revised list and abutters who
were not noticed will receive a notice for the July meeting.

Granite State - Lots B-12 & B-154
Gravel Pit Expansion
Present: Ari Pollack.
The location is Rt. 31 & Forest Road. The Tuttle family has
agreed to sell the lots to Granite State if they receive a permit.
The applicant did go to NRPC and added their recommendations to the plan.
Mr. Pollack discussed that Granite State was in a year ago to address traffic and it was an amendment on the application. He made it clear that Granite State is not here to amend the agreement. Their intent is to pull more material under the same operation hours, same procedures and the same transportation means. Note 14.
DES Site Specific application pending. Notification for Regional Impact study, per Neil Faiman.
Looking for permission to open more than 5 acres at a time. Mr. Higgins asked how they could expand and stay at the same trucking agreement and asked for that statement to be on the site plan. Mr. Pollack believes that at the present rate of sales this pit could be open for 5 more years.
Abutter Matt Fish lives at 139 Curtis Farm Road. A lot of the excavation is in the agricultural and residential area. Mr. Fish believes it is becoming a commercial operation and expressed concerns including noise and blasting. Mr. Johnson addressed the issue of expansion and increased blasting.
Jessie Salisbury who lives on Cram Road in Lyndeborough wanted to know where the access would be from and Mr. Pollack said Rt. 31.
Gambrel Brooks, Inc. - Leighton White, Trustee - Lot F-6
Three-lot Subdivision
Mr. MacMartin is off the Board and is replaced by Mr. Holder.
Present: Chris Paton, TF Moran.
Preliminary discussion regarding driveway access. Discussed road
profiles and rough sketch of the slopes, which could be substantial.
Applicant was asked to bring in road profiles for the common driveway and
to consider road access from Rt. 101.
Main St. Association
The association would like to add a public garden area to the empty
lot on Main St. where the Saturday Marketplaces are held. It is not
the belief of the Board that they need a permit to do this.
Mr. MacMartin is back on the Board and replaces Mr. Holder.
Keach Nordstrom - Steve Moheban, owner Lot B-20
Present: Matt Peterson and Steve Moheban.
The applicant was before the board to review two ideas for a 45-acre
subdivision. They showed plans for a standard subdivision and one
using cluster regulations. Road status and road issues were discussed.
The Melting Pot Restaurant
Present: Cindy Worcester.
The applicant was informed she needed to submit a site plan review
and meet with NRPC to expand the restaurant.
