Minutes of February 18, 2004
Members present: NRPC Rep. Steve Wagner, Matt Fish, Brian Sullivan,
David Holder, Stuart Draper, Alec MacMartin, Betsy Castro and Co-Chairpersons
Bruce Johnson and Mark Whitehill. Neil Faiman joined the meeting
at 9pm.
Minutes:
VOTE: Stuart Draper moved to approve minutes as submitted.
Matt Fish seconded the motion. Motion passed unanimously.
David Holder is on the Board for Neil Faiman.
Granite State – Lots B-12 & B-154
Gravel Pit Expansion
Normandeau is waiting for:
1. State’s review of the Storm Water
2. Want to see the pit in full operation and blast from the top tier
of the pit. They expect to be operating in April.
VOTE: Alec MacMartin made a motion to continue to March. Stuart
Draper seconded it. Matt Fish abstained. Motion passed.
Lage & Pratt – Lots B-21-7 & B-21-8
Conditional approval has been granted and the case is winding down.
Gertrude and Francis Ducharme – Lot C-13
Four lot subdivision
Richard Drew was present for the applicant along with Mr. & Mrs. Ducharme.

Bounds for the private way (bearing distances)

Applicant is waiting to hear from DES.
Bruce Johnson made a motion to continue. Alec MacMartin seconded
it. Motion passed unanimously.
Pike Industries – Lot B-111
Bridge
They are waiting for review of the T-wall. Conditional approval has
been granted.
Talisman Properties, LLC – Lots 12-6 and 12-5
Gas station and lot line adjustment
Continued to April 2004.
New Spartan Properties, LLC and Michael Davidson – Lots E-22, E-29
through E-32
Gravel Pit
Jim Quinn and Mike Davidson were present.
Mr. Quinn does not have the reports he expected for tonight.
A preliminary report indicates that the water quality should be fine.
The Conservation Committee requested a copy of the plans.
Alec MacMartin made motion to continue to the March meeting.
Bruce Johnson seconded it. Motion passed unanimously.
Senator Development, LCC & Timothy & Jane Farrell – Lots
F-95, 96 & 98
Lot line adjustment and 14-lot subdivision
Raymond Shea and Steve Moheban were present
The applicant submitted a new set of plan, which will address the conservation
easement first, then will submit plans for the 14-lot subdivision.
The snowmobile plan is still on the plan.
The applicant has received ZBA special exception for driveway
A 10-acre lot will possibly have a duplex for farmer housing in the
future. The Board inquired about the wet/dry calculations.
The applicant expects to close April 19, 2004 on the easement.
He was informed that final approval will begin a 30-day review process.
Bounds will be set for the next meeting and David Holder will walk
them.
Alec MacMartin made a motion to accept the application. David
Holder seconded the motion. Motion passed unanimously.
NEW APPLICATIONS
Deborah Diffley Lot F-165
Antique and Collectible store and one family residence
The applicant has ZBA approval (see file) for variance section 8.1
and 8.5 under terms of 8.6.1 of ordinance.
The business will not operation prior to 9am and no parking along Rt.
31 and Rt. 101.
Discussed the setbacks, hours of operation, downcast lighting, and
grading plan if parking area will be upgraded and expanded per water.
VOTE: Stuart Draper made a motion to accept the application.
Betsy Castro seconded the motion. Motion passed unanimously.
VOTE: Betsy Castro made a motion to approve the plan with conditions
of operating hours of 9am-7pm daily, all existing and proposed lighting
to be downcast and a new sign will need a sign permit prior to installation,
when the proposed additional parking is installed the applicant will need
to return to the Board for an amended site plan review. Stuart Draper
seconded the motion. Motion passed unanimously.
PRE APPLICATION
Chalet Susse – Lot C-128-1-2
Subdivision
Dawn Tuomala was present
A variance for 5 lots coming off the common drive is currently before
the ZBA. They plan to send the application out for an engineering
review.
Fire Chief Ray Dick will be requiring a fire pond.
Want to check the delineation of the wetlands
Some concerns are a road review and how the drainage will work and
the impacts of the improvements. The Conservation Commission is concerned
about a fire pond on a private way and who will be responsible for maintaining
and plowing the road.
David Konesko from TF Moran
Barrett Hill Road Lot A-36
The landowner wants to put a guesthouse on the parcel. Was advised
he needed a variance.
OTHER BUSINESS
Discussed Gilford Railroad
Betsy Castro’s last meeting as a Planning Board member is tonight.
The Board thanked her for her many years of service. “It’s been fun”
was her comment.
Bruce Johnson made a motion to adjourn at 9:30pm. It was seconded
by Matt Fish. Motion passed.
