PLANNING BOARD MEETING

PRESENT:     Wilton Planning Board Members: Chairman Jeff Kandt, Alec MacMartin, Neil Faiman, Michael Cooley, Selectman Representative Bill Condra, Alternate Walter Zuber,  NRPC Representative Kerrie Diers, and Clerk Heather Loewy Nichols.

Lyndeborough Planning Board: Chair Tracey Turner, Mike Decubellis, Bill Ball, Tom Chrisenton, Bob Rogers, Selectman Representative Steve Brown, Alternates Julie Zebuhr, and Clerk Pauline Ball.

 

The Wilton Planning Board joined the Lyndeborough Planning Board to hear:

 

1.       Subdivision Application - Provost 1993 Trust –for Lot B-014 Cram Hill Road in the Residential/Agricultural and Wetlands Districts.  Applicant is proposing a 14-lot subdivision

 

Tracey Turner called the meeting to order at 7:35 p.m.

Jeff Merritt appeared before the Board and submitted a revised subdivision plan explaining that they have consolidated the two lots that fronted on Cram Hill Road and have gone from 14 to 13 residential lots as discussed at the last meeting. He also explained that they reconfigured Lots 14-9, 14-8, and 14-4 and have provided a 50’ strip on Provost Road to provide an access to the three lots with a common drive.

Jeff Merritt presented a revised conceptual driveway plan, noting that they have pushed the remaining driveway off of Cram Hill as far as they could to the west and also have super elevated the driveway near the wetland away from the wetland and back towards the hill. Also he noted that they have proved the feasibility of treating the storm water by collecting the water in a ditch and then treating it with a treatment swale or an infiltration basin. He also noted that they have put a note on the master subdivision plan which requires the construction of a super elevated drive with a means of water treatment.

Jeff Merritt stated that they have also revised the plans to address the fire department’s concerns and have included sheets with the cistern designs for two 30,000 gallon buried cisterns; one to be placed at each roadway. He also noted that they bumped out the pavement so the fire truck can pull off of the cul-de-sac to fill up. He stated that the plans have been forwarded to the fire chief for review but they have not received a response yet.

Jeff Merritt explained that they have revised the plans to satisfy Dennis LaBombard. They have received the Department of Environmental Services site specific permit and they are ready to receive subdivision approval but they will not send the request in until the Board approves the lay out.  

In response to a question from the Board, Robert McKenney stated that he has been in contact with the snow mobile club and they are proposing the same trail entrance and having the trail run down the property line, across the driveway, and across the wetland at the same place that has already been approved for a wetland crossing. He noted that having a snow mobile trail on the property may appeal to a lot owner for recreation purposes.

Robert McKenney explained that test pits for parcels along Cram Hill Road have already been dug and they have scheduled test pits for the Wilton parcels.   

The Lyndeborough Board discussed the offsite improvements in Lyndeborough and suggested that the applicant pay 1/3 of $225,240 which is the total cost of the improvements. Robert McKenney stated that he will get back to the Lyndeborough Board with regards to the improvements.

Alec MacMartin stated that there is a problem with lots 19-4, 19-3, and 14-4 with regards to Wilton’s reduced frontage lot requirements. He explained that frontage has to be on the road where the lot derives access from and in order to have a back lot the lot has to meet certain requirements. Neil Faiman explained that frontage on Cram Hill Road is irrelevant if the lots are taking access from Provost Road. Alec MacMartin stated that the plan is probably still possible with some reshuffling. He explained that for each lot the applicant needs to figure out where it is taking its access from and the lots either have to have 200’ of frontage or have an area of at least 5 acres.

The Lyndeborough Planning Board went over their check list and stated that they can not accept the plan because there will still be alterations to the plan due to Wilton’s concerns but at this point it looks like everything but the offsite improvements are taken care of.

NRPC representative Kerrie Diers stated that there are still some minor things that need to be addressed and Alec MacMartin suggested that the applicant get in touch with Steve Wagner with the revised plans. Jeff Kandt also noted that Lot 14 should be changed to Lot 14-1. Alec MacMartin also suggested that the applicant speak to Steve Wagner about regulation 6.3.5 regarding proximity to intersections.

The Wilton Planning Board discussed contracting with Tracey Tarr, wildlife biologist, and noted that they will have to coordinate with the Perham Woods applicant.

Alec MacMartin questioned building envelopes and conveyances. Jeff Merritt questioned plowing arrangements. Alec MacMartin noted that if these are not town roads then association documents will be needed.

A MOTION was made by Alec MacMartin and SECONDED by Brian Sullivan to continue the application to July 2, 2008, 7:30 p.m., in Wilton.

Voting: 6 ayes; motion carried.

The Lyndeborough Planning Board continued their meeting. The Wilton Planning Board left the meeting at 8:27 p.m.
