1) Chief Hautanen attended the meeting to a brief status report.
He asked the Board if he could meet with then once a month because the
Department is working well. The Board agreed that this would be acceptable.
Selectman MacFarland stated that he had gotten a quote for the railing
to be installed along the ramp at the Police Station of $5,800. Mr.
Greene will put it on the list of items to discuss with the Budget Committee.
2) Stanley Young and Michael Dell’Orto attended the meeting representing
the Heritage Commission. They had plaques made for documented historic
building in Wilton. They presented the Selectmen one for the town
hall which was built in 1885. The plaque will be put on the town
office building.
3) Steve Elliott attended the meeting to discuss Highway Department
issues. He reported that he had met with Will Melcher about the deteriorating
edge of the road by his house. They agreed that Steve will replace
the 4 posts with reflectors at the road edge and that Will will put a culvert
under the driveway.
4) Steve presented the Board with a list of roads that he feels should
be reclaimed and asphalt put down. After a discussion of the condition
of the roads and the cost the following list was made:
1) Dale Street to Pead Hill - estimate: $25,000 to $30,000
2) Burton Highway - estimate: $25,000
3) Isaac Frye (shimmed only) - estimate: $20,000
4) Abbott Hill Acres - estimate: $30,000
Selectman MacFarland asked Steve if he had a 5 year plan for roads
and Steve said he was working on it.
5) Steve said he had visited Herbert Stearns to discuss the washout
of his driveway. After reviewing several documents, it was agreed
that the original agreement he made was with the Water Commission for a
water easement and for the easement, he had a driveway built. The
agreement says nothing about maintaining the driveway.
6) When asked about the reclamation material that was stored on Stuart
Draper’s land, he presented the Board with a listing of the amount and
the placement of the material. Don Wheeler’s Construction will be
billed for 222 yards @ $4.50 or $999.00. (copy of report attached).
7) Steve was then asked about the size of the culvert that he installed
on Russell Hill Road. He stated that he did not know the size of
the cement box culvert that was there because it had washed out.
He installed two three foot culverts. He stated that when the beaver
dam was released, the water was a foot over the road but did not wash the
culvert out.
8) Steve informed the Board that he wanted to take his employees to
a grader training in Concord and that he would be attending A Road Agent
Association meeting.
9) Discussion ensued as to road classification V and Steve said he
will make a list of Class V roads that are not maintained during the winter.
10) Representative Margaret Hallyburton attended the meeting to discuss
the Education Funding shortfall. She reported that the House voted
to increase the tobacco tax from $.52 to $.69. She asked if the Board
would lobby for the tobacco tax increase that would help fund the adequacy
grant. The Board later agreed to send a letter asking that a tax
be initiated to protect the towns from the severe impact presented between
the 2004 and 2005 budgets.
11) The Board reviewed and signed Timber Tax assessments.
12) The Board approved a request from the Educational Community Farm
to put up a banner for the Circus Smirkus show in Wilton this July.
13) The bills and payroll were reviewed and approved for the week ending
April 8, 2004. Correspondence and informational material was reviewed.
14) A letter was received in regard to a “cat” population problem.
Chief Hautanen will be asked to look into a solution.
15) The minutes from the previous meeting were signed.
16) The meeting was adjourned on a motion at 9:25pm.
