TOWN OF WILTON
SELECTMEN’S MINUTES

Date:  March 7, 2005
Time:  7:00 pm
Place:  Town Office
Present: Selectmen Robert MacFarland and Daniel Donovan, III
  And Peggy Arn

1) Road Agent Steve Elliott introduced Ned Cornell to the Board.  Mr. Cornell presented the Board with a proposal to implement a process known as the RSM Process.  Basically, they would plan maintenance strategies and develop a long-term maintenance program for the roads in the town of Wilton.  The computer program that supports the process is free to the town and Ned Cornell’s time would be $45 per mile.  Steve stated that his budget for 2005 included this cost.  A copy of the RSMS Process is attached.  Both Selectmen MacFarland and Donovan agreed that this would be a very useful process and would benefit the town by substantiating Steve’s proposed maintenance and reconstruction of Wilton’s roads.  The Selectmen agreed to make a decision next week.
2) Fred Rodel Jr. attended the meeting to discuss his subdivision plans off Keyes Hill Road.  It is a 5 lot subdivision.  There is a pond on Keyes Hill Road that they are looking at to be used as a fire pond.  There will also be a dry hydrant for the subdivision.  It was agreed that an impact fee will be paid the town in the amount of $4,300 per lot.  There will be a mortgage held by the town on one of the lots.  Attorney Sullivan will be asked to draw up the mortgage.
3) Steve Elliott informed the Board that he had gotten three quotes for the engineering for the repairs on Burton Highway Bridge.  Holden Engineering was the lowest bidder and the Board approved the bid.  Steve will proceed and hopes to let started next week.  A notice will be placed in the papers closing the bridge for a month.  The Stage Coach Bridge will be used in the detour and Steve stated that it is in good shape and can handle the traffic.
4) Steven then presented the Board with the work he has done on the Marden Road and Isaac Frye proposed improvements.  He informed the Board that he had spoken to a land owner on Marden Road to get permission to move a small portion of the road that would afford a better sight distance.  He will get back to Steve with his decision.  Steve is still working on the plans for Isaac Frye Highway and will have a preliminary estimate by next week.  Selectman Donovan stated that he will talk to Dawn Tuomala about the plans before Town Meeting.
5) Selectman Donovan made a motion to seal legal correspondence from Attorney Silas Little.  Selectman MacFarland seconded the motion, which carried unanimously.
6) One Notice of Lien was reviewed and signed.
7) A representation letter to Plodzik and Sanderson on the audit was reviewed and signed.
8) The bills and payroll for the week ending March 5, 2005 were reviewed and signed.  The correspondence and informational material was reviewed.
9) The minutes from the previous meeting were reviewed and signed.
The meeting was adjourned at 8:45 on a motion.
