TOWN OF WILTON
SELECTMEN’S MINUTES

Date:  May 2, 2005
Time:  7:00 pm
Place:  Town Office
Present: Selectmen Jerry Greene, Chair, Robert MacFarland and Daniel Donovan, III
  And Recording Secretary Peggy Arn

1) Maurice Guay attended the meeting.  He told the Board that he had visited a facility at Bridgewater, NH had a new incinerator system that included scrubbers, emissions monitoring systems and control system.  He thought it would be a good idea if the Board visited this Recycling Center to see what might be a possibility for Wilton in the future.
2) He also had an estimate for the woodchipper.  The cost is over the amount budgeted.  The issue will be discussed at a later date.
3) At 7:10, Chairman Greene adjourned the regular meeting and called a Non-Public session per RSA 91-A:3,II©.  The regular meeting was called to order at 7:20.
4) Chief Hautanen attended the meeting to discuss Police Department business.  The Board reviewed the Noise Ordinance that Brent and Dan had worked on.  The Board did not recommend any changes and the ordinance will be reviewed at a public hearing.
5) Brent then asked the Board to consider the idea of replacing the patrol cars every 3 years from the 4 years.  After a discussion of the issue, Chairman Greene informed Brent that he needs a projection of additional mileage and an annual cost of these additional miles.
6) Selectman Donovan made a motion that the Board adopt RSA 31:105, Indemnification for Damages & 106, Indemnification; Civil Rights Suits that would cover members or officer of its governing  board, administrative staff or agencies.  Selectman Greene seconded the motion; which passed unanimously.
7) The Board reviewed and approved the following:
1. Bills and payroll for the week ending April 30, 2005
2. One Current Use Release application
3. Purchase & Sales Agreement for a trail easement on a property on Abbot Hill Road
4. An application for Certification and agreement form for federal surplus property
5. A warrant for the annual bills for the gravel tax
8) The Board reviewed the correspondence and information material.
9) A letter was received from Jan Oliver from the Educational Community Farm asking the Board’s permission to put up a banner on Main Street for the Circus Smirkus.  The Board gave them permission.
10) Selectman Robert MacFarland gave the Board a letter of resignation effective immediately.  The Board thanked Mr. MacFarland for his service to the Town of Wilton and wished him well for his future.
11) The Board signed a letter to Mark Schultz, Director of MACC Base, telling them that the Board would recommend that the Town of Temple ambulance continue to be dispatched at the rate of $50 per call.
The meeting was adjourned on a motion at 8:45 pm.
