Present: Chairman Jerry Greene, Dan Donovan, David Glines, Carla Walter,
Dawn Tuomola, Steve Marrow, Ned Conell
Mr. Jerry Greene called the meeting to order at 4:03 p.m.
1.) Dawn Tuomala appeared before the Board to give a status of Don Wheeler’s work at Carnival Hill. Mr. Glines inquired about the large rocks still present and if there would be more grading. Ms. Tuomala confirmed the plan calls for 2” diameter but currently topsoil is 4-5 inches. She further noted the irrigation needs to start. Ms. Arn confirmed there is approximately $35,000 left in the budget.
A MOTION was made by David Glines and SECONDED by Dan Donovan to approve
irrigation work in the amount of $9,400 with the following conditions:
• Final grading seeding and mulching of the playing field area.
• Create walk to field.
• Final grading of parking areas.
• Reshape swales and clean out detention ponds.
• Fix any areas of erosion, re-grade, re-seed, and mulch.
3 ayes; motion carried.
2.) Ned Conell appeared before the Board with Steve Elliot seeking input on how to prioritize the maintenance of the roads in Wilton now that a survey is complete. Chairman Green asked if the survey took into account safety measures. Mr. Conell noted that safety is not considered in the survey and that survey consists of importance, traffic, surface conditions, and largely gravel. The Board asked Mr. Elliot his thoughts on the matter. Mr. Elliot presented the following list of priorities:
• Isaac Frye – Burns Hill Road to Wilson Road .4 miles crackfilling
approximately $1,200.
• Wilson Road 1.083 miles crackfilling approximately $5,490.
• Burns Hill Road 2.113 miles – crackfilling approximately $6,300.
Two sections should have more than crackfilling, total of .905 miles with
.388 miles in between. Chipsealing approximately $20,000.
• Wilton Center Road .721 crackfilling approximately $2,163.00.
• Mason Road 1.768 miles crackfilling approximately 1.165 miles approximately
$3,913.00. 1.768 miles approximately $5,938.00 chipsealing approximately
.603 miles approximately $14,207.06
• McGettigan Road 1.129 miles crackfilling .5 miles approximately $1,584.00
1.129 miles approximately $3,576.67. Chipsealing approximately .629 miles
approximately $12,753.10.
Chairman Greene asked if the survey could include miles. Mr. Glines asked if the definitions could be added. Mr. Conell agreed to revise the survey for the Board to review before their July 11, 2005 meeting.
The Board asked Mr. Elliot to ensure proper signs be placed on each side of the roads when repaired and to advertise the work schedule in the local paper. Mr. Elliot agreed.
There was no further discussion on the matter.
Mr. Elliot asked the Board if the Highway Department could be contracted out re-grade Hearthstone Road, ditch, and re-grade Styles Farm Road. Mr. Glines stated it could set a precedent and was not comfortable with the idea. The Board agreed that is was not in the best interest of the town to maintain roads that are not owned by the town.
There was no further discussion on the matter.
Chairman Greene informed the Board that a Community Action report has been filed from the Department of Revenue in regards to the current use files in the town hall. Mr. Greene noted that Todd Haywood should be responsible for the current use. Mr. Greene asked a response be sent to the State stating the issues in question were being addressed and all further communication should be with Todd. Ms. Walter agreed.
