1) The Selectmen’s meeting was called to order by Chairman Greene and
recognized Town Assessor Todd Haywood. Todd informed the Board that
he had made visits to the gravel pits and made major changes to the assessments.
He found that the gravel pit assessments did not reflect the open areas
correctly. Many did not have the correct acreage and therefore not
properly assessed. He also explained that in order to be consistent
with industrial land assessments, the gravel pits had to be increased in
value per acre. He explained that the acreage had to be consistent
with site specifics for each individual operation. If the owners
feel that they have less acreage open, then it would be their responsibility
to provide that information to the Board and Assessor. The Board
and Mr. Haywood discussed what constituted open site and in what zone these
gravel pits are located. The Board agreed with Todd’s changes to
the assessments of gravel pits.
2) The next issue discussed with Mr. Haywood was the preliminary data
suggests that the land is undervalued relative to the overall town’s level
of assessment or “equalization ratio”. Discussion ensued as to what
steps could be taken to correct the disparity. Todd will report back
to the Board in detail as to his recommendations for the upcoming tax year.
3) At 7:25 Selectman Greene adjourned the regular meeting and called
to order a non-public session per RSA 91-A:3,II©. At 7:40,
Chairman Greene called the regular Selectmen’s meeting to order.
4) Tom Quinn attended the meeting to discuss the impact fee for his
subdivision on Wilton Center Road. It was agreed that it would be
$1,500. Discussion ensued as to the use of impact fees to improve
the roads that new subdivisions were on. Mr. Quinn was informed by
the Board that the Town Assessor has visited the gravel pits and the open
area of gravel pits will be changed to more accurately reflect the open
or operating areas of gravel pits.
5) The Board reviewed and signed the following:
1. An abatement of a portion of a Yield Tax Assessed
2. A Current Use Exiting Penalty Assessment
3. Land Use Change Tax form
4. An Elderly and Disabled Tax Deferral Application
5. 911 ALI Database Liaison Appointment Form
6) Selectman Donovan informed the Board that he has a concern about
the security of the town office building. The main issue being the
responsibility of people using the town office for meetings to make sure
that the doors are locked. The other concern discussed was the keys
and who they are given to. The list of keys and who has them will
be reviewed.
7) The quotes for propane from Eastern Propane and Rymes were reviewed.
No decision was made at this time.
8) The question of a taxable mobile home was discussed. The file
was given to Todd Haywood for review.
9) The bills and payroll for the week ending August 20, 2005 were reviewed
and approved.
10) Correspondence and informational material was reviewed. One
letter asking for a rebate of a $25 bounced check was discussed.
It was agreed that the issue would be reviewed and a decision would be
made at a later date.
11) One application for a Disability Tax Lien was reviewed and it was
decided that more information is needed.
12) Reports from the Health Officer were reviewed and questions were
asked. Selectman Donovan stated that he would contact the Health
Officer to discuss the reports.
13) Selectman Donovan informed the Board that he had been called by
Mr. John Giso who’s property is next to the Wilton Library. While
repairing the water drainage problem at the Library, his water line
was broken. It was subsequently repaired. He is concerned that
it might have an effect on his water line in the future. He was assured
that the town would be responsible for any failure in the future due to
the town repairs on the library drainage system.
14) The Board agreed that they will meet next week because of the holiday
and that the meeting will be posted.
The meeting was adjourned at 9:05 pm on a motion.
