1) The correspondence and informational material was reviewed.
2) The bills and payroll for the week ending November 19, 2005 were reviewed and approved.
3) The W/L/T Ambulance request for their remaining subsidy from the town was approved.
4) Peggy informed the Board that Steve Elliott had met with a representative from the Peerless Boiler Company and he had inspected the new boiler. He stated that it was installed correctly. There is still the issue of the shut-off valve which Steve is investigating and will have repaired.
5) Dawn Tuomala attended the meeting representing Don Taylor. Mr. Taylor is thinking about selling a piece of land and is investigating what steps he would have to take to donate land to the town to widen the existing road. Duggin Road is a 2 rod road and with an additional 17’ feet of land, it could become a 3 rod road. He would be willing to do a new plot plan and have it recorded. Dawn asked the Board for direction as to what would be required for Mr. Taylor to make the donation to the town. The Board recommended that Dawn check with the Town Attorney to make sure that the correct avenues were followed. The Board felt that if it was gift to the town, they would be able to put it through the town and town meeting. Dawn will report back to the Board after speaking to Attorney Little.
6) Ambulance Committee members Paul Buffum and Bill Carnduff attended the meeting to discuss several issues relating to the support of the Wilton Board of Selectmen. Selectman Glines started the dialogue by stating that the BOS definitely supports the ambulance and would very much like to dispel the myth of animosity between the two Boards. He stated that part of the problem was that when Temple joined the ambulance they were being toned by KMA. The issue of dispatching of three individual towns is what has evolved into the present controversy. Mr. Glines stated that the Town of Wilton is vested in MACC Base. Temple and Lyndeborough are being toned by KMA and then through MACC Base. Mr. Carnduff stated that the purchase of new radios was one of several solutions being discussed. It was also stated that Ms. McEntee cannot presently speak directly to the Wilton Police or Fire Department on her present radios. She can communicate through MACC Base.
Mr. Buffum stated that they have decided that they will not request a new ambulance this year but are considering it in 2007.
The Articles of Incorporation of the Ambulance were reviewed. One question asked by Chairman Donovan was regarding who the “members” mentioned in the Articles refers to. The issue was discussed and it was unanimously agreed that the amendment to the Articles of Incorporation when the Town of Temple was accepted into the Corporation, should be amended to reflect the members as being the three member towns and the percentage of ownership based on town population. Mr. Buffum is going to compose the amendment and present it to the Ambulance Board and the Board of Selectmen. It was also agreed that the population of the member towns be reviewed annually or every other year to confirm the percentage of ownership.
Selectman Greene stated that another issue is that the Ambulance Committee has asked for information concerning the financial reports, they have not always been forthcoming. Mr. Greene stated that you can never have too much information when submitting a request from the Budget Committee. Mr. Buffum and Mr. Carnduff started that the accounting is now going to be done by Sherry Fisk and she will be using Quick Book Pro.
The final analysis of the meeting was all Board Members were very happy to have discussed the issues and that they would like to meet more often.
7) Chairman Donovan informed the Board that he had been working on the Welfare guidelines. Carla had been researching information from HUD and other towns agencies and constructed an allowable levels of assistance payments for food, non-food, shelter allowances, heat, electric, oil and other necessities. The Board reviewed the information and other aspects of the welfare guidelines. After the review, Chairman Donovan made a motion to adopt the Welfare Guidelines as written and on file in the Town of Wilton. The Board reserves the right to adjust the allowable levels of assistance payments as required by changing rental costs and other necessities. The motion was seconded by Selectman Greene and passed unanimously.
8) Maurice asked what days he could close the Recycling Center for Thanksgiving. The Board would like the Recycling Center to be open on Saturday for half a day.
9) The meeting was adjourned on a motion at 9:45 on a motion.
