1) Maurice Guay attended the meeting to discuss projects he has planned for next year. He had quotes for installing a new roof over the main building and replacing the existing deck in front of the recycling area.
2) Residents of Orchard View Drive Charles Khoury, Alan Peckham and David Allen attended to the meeting to discuss the plowing of Orchard View cul de sac. Mr. Khoury made informed the Board that the town has plowed this cul de sac for 18 years and it is way for the plow truck to turn around. He presented the Board with pictures of the road. Selectman Greene asked why they were approaching the Board now and not at the time they received notice from the town that this private road would no longer be plowed by the town. Mr. Khoury stated they had actually purchased a truck and plow but that it was not working out well. The residents had then decided that they would approach the Board and ask the Board to reconsider because their road was very short and because they feel that it would be in the town’s interest to use it as a turn-around rather than having the truck turn around at the beginning of the road. Mr. Khoury stated that there had been damage done by the town’s plow truck but they had not mentioned it previously. Selectman Glines stated that the Board has made the decision not to plow private drives and he also noted that what the town had previously billed for this service was just not competitive. Discussion ensued with no decisions being made at this time. The Selectmen will consider the request.
3) Water Commissioners Jim Tuttle, Tom Herlihy and Charles McGettigan attended the meeting to discuss further the issue of salting Route 31 that runs by the town wells. The Commissioners informed the Board of their growing concern over the increasing salt content of the wells. It was stated that there is a natural salt buildup but the road salt is also a contributing factor. Part of the plan to help in the salt reduction will be the development of a swale along the side of the road that will catch some of the road salt. The swale will also be helpful in case of an oil spill. DOT has also approved trees being cut in the State right-of-way to allow more sun to hit the road to prevent ice forming on the road. After the Commissioners’ reports and concerns were discussed, it was decided that a meeting will be held with all involved Department Heads to see if the salt usage can be lowered on this piece of road.
At 8:15, Chairman Donovan adjourned the meeting on a motion and called a non-public session per RSA 91-A:3,II©
4) The Board reviewed the 2005 Equalization Data submitted to Department
of Revenue and signed the Equalization Data Sheets Certification Form.
Discussion
Ensued as to what DRA would require Wilton to do if the equalization
valuation needs to be addressed. Mr. Greene stated that we need to
put money in the budget for the assessment work that will have to be done.
5) Land Use Change Tax submitted by Assessor Todd Hayward were reviewed and approved.
6) The Board reviewed a request from the Main Street Association asking
for an abatement of the taxes on Lot 48 being used as a public parking
area. Selectman Glines made a motion to abate the taxes on Lot 48,
seconded by Selectman Greene.
The motion was passed unanimously.
7) The bills and payroll for the week ending December 3, 2005 were reviewed and approved.
8) The correspondence and informational material was reviewed.
9) Chairman Donovan made a motion to increase the monthly shelter allowances under the new Allowable Levels of Assistance Payments under the Town of Wilton Welfare Program. Selectman Glines seconded the motion, all were in favor.
The meeting was adjourned on a motion at 9:30 pm.
