1) Maurice Guay attended the meeting to have the Board sign the agreement with CleanHarbor to do the annual hazardous waste collection day at the Recycling Center. He also asked approval to start the roof project and the Board said he should.
2) Highway Agent Steve Elliott attended the meeting to discuss several issues. The first issue was raised by Selectman Rockwood’s concern of the overtime paid to the Highway Department employees. Mr. Elliott stated that he did not know when the policy of overtime started and then went on to report how much overtime is paid and the percentage of payroll it represents. After a discussion, Mr. Rockwood stated that he will bring up the issue again next year at budget time. Selectman Donovan stated that the did not have an issue and that the approved budget reflected the overtime anticipated to be incurred this year.
3) Steve informed the Board that he is concerned with bridge repairs and replacement in the future. The bridges are inspected by the NH Department of Transportation and the town receives a bridge red list that gives the conditions and recommended postings for all the bridges in the town. The town has to apply to DOT several years in advance for money to repair or replace bridges. Steve asked if the Board would like him to submit an application and they agreed that he should. He will submit an application for a preliminary estimate for bridge aid to replace or rehabilitate the King Brook Road bridge. DOT money would probably not be available until 2010 so there would be time to raise the town’s portion of the cost.
4) Steven then informed the Board on the status of the Joint Loss Management Committee. He has asked Pam Atwood and Kenneth Pellerin to be the new employee representatives. One way Steve feels he could protect his employees would be to have them wear orange T-shirts, with the Town Of Wilton Highway printed on them, when they are working in the town’s right-of-way. Law requires they wear reflective green or orange. After a discussion of the cost of the shirts, the Board agreed that it would be a good idea. Steve then asked the Board if the town would pay for the employees to have rabies and hepatitis shots. They agreed that the town would incur the cost of the shots.
5) At 8:00, Chairman Donovan adjourned the regular Selectmen’s meeting and called a non-public session per RSA 91-A:3,II©. The regular meeting was called back to order at 8:35p.m.
6) The Board reviewed and signed the Report of Appropriations actually voted at the annual town meeting. They reviewed and signed an added tax bill.
7) The informational material and correspondence was reviewed.
8) The payroll and bills for the week ending March 25, 2006 were reviewed and approved.
The meeting was adjourned on a motion at 9:00 pm, with all in favor.
