1) Road Agent Steve Elliott attended the meeting to discuss the cutting
of brush and trees on Gregoire Circle in the town’s right-of-way.
Mr. Elliott had the employees start cutting the trees when concerned residents
on the street approached him and asked that the men stop the cutting.
Mr. Guay approached Steve stating that years ago the residents of Gregoire
Circle had met with the Selectmen and had an agreement that he would keep
the brush and trees trimmed so they would not obstruct the view of the
road. Bill Chalmers, who lives on Gregoire Circle, attended the meeting
to ask if the Board would work with Mr. Guay and not cut all the trees.
He stated that Mr. Guay was taking care of the trees and would like to
keep them for shade and privacy from the street. Steve stated that
he is concerned that as the trees get larger, the roots grow under the
road and cause the road to crack. After a discussion of the issue,
the Board of Selectmen agreed to write a letter to Mr. Guay stating that
there is no documented agreement with the Board of Selectmen.
The Board supports the Road Agent’s position that it is his duty to
maintain the town’s right-of-way on roads per RSA 231 but that they are
also willing to work with Mr. Guay to cut some, but not all of the trees
in question.
2) The Board was asked if a person had been over charged taxes in the past but paid their taxes, could taxes be refunded. The Board agreed that past taxes are not refunded.
3) The correspondence and informational material was reviewed. The bills and payroll for the week ending November 25, 2006 were reviewed and approved.
4) Students of Wilton/Lyndeborough High School Honors Government Class attended the meeting and were encouraged to participate in the discussion of the town’s right to cut trees on Gregoire Circle. The students asked questions and expressed their opinions on the issue.
The meeting was adjourned on a motion at 7:45 PM.
