1) Maurice Guay attended the meeting to discuss general Recycling Department issues.
2) Cary Hughes addressed the Board concerning the omission of a Warrant Article for the Library Renovation Project. The Warrant Article was to allow the library to receive the interest on the Capital Reserve account that had accrued on the money the town had given them for the renovations at the library. After discussing the issue, the Board agreed that the library would be asked to see the renovation figures from last year, this year and the plans for next year. No other decision was made at this time.
3) Elli, Charles and James McGettigan attended the meeting to discuss if their proposed sub-division Each person will be given enough land that will enable them to meet the Current Use requirement of 10 acres. The land is presently in Current Use. The question asked was would the land be assessed a current use tax when it was given to the three individual owners. The Board agreed that the land would not be assessed a Current Use Exiting Penalty because it is going to be going to different owners but will remain in Current Use.
4) Donald Sienkiewicz informed the Board that he has presented the Planning Board preliminary plan for a subdivision off Isaac Frye Highway. He is proposing cluster housing with single homes and condominiums. He was requesting input from the Board of Selectmen on the impact that this type of development would be. After a discussion of his plans, the Board asked Mr. Sienkiewicz to met with them again when his plans were final and approved by the Planning Board.
5) Bill Condra presented a report of an investigation that the Police had requested. Mr. Condra was looking into a report of excessive dog barking. It was determined that a person has been conducting a commercial enterprise in a residential, agricultural zone without the variance from the Zoning Board of Adjustment and a site plan review approval from the Planning Board. It was determined that it is a commercial enterprise from information found on the web site, which advertises a dog breeding business.
After discussion a review of all the information, Selectman Greene made a motion to order a Cease and Desist Order to Roger and Sabrina Hatfield requiring them to immediately stop all commercial operations at 1 Victoria Lane and informing them that they must obtain a variance from the Zoning Board of Adjustment and a site plan review with approval from the Planning Board. Selectman Donovan seconded the motion; which passed unanimously. The Cease and Desist will be issued this week.
6) The Board approved a request from the Wilton Lions Club to have a town wide yard sale this June on the Flats. They will generate income by selling spots for individuals and business.
7) Ms. Arn informed the Board that when submitting an application for Ms. McEntee for STD, LTD and Life insurance at the Lovcal Government Center, she was informed that the town would have to insure her retroactive to 2005. The reason this is required is because Wilton town employees are non-contributing. The Board agreed that this requirement would have to be met.
8) The Board also reviewed a request from NRPC to release Wilton GIS data to companies. The Board concluded that it is public information and therefore available to the public.
9) Michael StClair requested that the Board approve a bond release that he had previously for work he was doing on a Class VI road leading to his land. He asked for the release because he has completed the work. The Board approved his request and a letter will be sent to the insurance agency to this effect.
10) The payroll and the bills for the week ending March 10, 2007 were reviewed and approved. The informational material and correspondence was reviewed.
11) Three Current Use Release applications were approved and signed.
The meeting was adjourned at 8:45 on a motion, with all in favor.
