1) Maurice Guay attended the meeting to ask the Board if they would approve hs participation in the Hillsborough County Department of Corrections Community Service Program. He has two or three buildings that he could have painted. The Board would certainly support this program and have done so quite successfully in the past. Maurice also stated that he would like to add a small building adjacent to an existing one that would help to keep material dry. The Board recommended that he add it to his budget for the coming year.
2) Karen Fradette of Maple Street attended the meeting. She informed the Board that her son had almost been hit by a vehicle while walking to the elementary school on Tremont Street. She handed the Board pictures of the area in which the incident occurred and asked if the Board could make the area more safe for children walking to school. She would like to see a sidewalk constructed on Tremont Street and two crosswalks added to the street. The Board discussed the issue with her and assured her that they would look into the matter and discuss possible solutions. The Board will also talk to Chief Hautanen to get his suggestions.
3) Building Inspector William Condra attended the meeting. He approached the Board with a suggestion about inspecting rental property in town. He informed the Board that he has found several violations at the rental property on 30 Forest Road. The landlord has not been correcting the violations as indicated by Mr. Condra which creates problems for future renters. He suggested that he be given the authority to inspect an apartment if the town is going to give rental assistance for welfare recipients. The Board discussed the issue in depth and agreed that the Building Inspector had valid reasons for his suggestion.
Motion: Selectman Rockwood made a motion that “When a Welfare recipient is granted rental assistance, the recipient shall allow the Building Inspector to inspect the apartment before the rent is paid. This inspection would insure that the tenant is living in a unit that does not have any violation of residential building codes. The motion was seconded by Selectman Greene. The motion carried unanimously.
4) The Board reviewed and signed the following:
a) 911 Database Liaison Appointment Form
b) One Land Use Change Tax on Lot H-038
c) Partial Waiver of Lien for DBU Construction
d) Purchase Order for 2 plows for the Highway Department
Per Warrant Article 14
e) The bills and payroll for the week ending October 6, 2007
5) Sam Proctor asked if the Bond given for the creation of a turnaround on the Babineau project on Holt Road be returned. He stated that the turnaround has been completed. The Board will release the bond when the Road Agent prepares a written report that the project has been completed to the specifications.
6) Tax Collector Jane Farrell referred a request from a resident that is about to have his property deeded for nonpayment of taxes for an extension of two weeks. The Board agreed to grant his request if this was agreeable to the Tax Collector.
7) First American Flood Data Services has requested NRPC give them a copy of the GIS parcel data for the Town of Wilton. NRPC is asking that the town approve the request. The Board discussed the issue and agreed that if NRPC charges for this service, the town should also be reimbursed. If they are not, then the Board would approve the release of this information.
8) The Board reviewed a letter from Donald Sienkiewicz concerning the title insurance required for the completion of an easement between the Temple-Wilton Community Farm CE and the Town. The Board agreed that Attorney Little should be contacted for his opinion on the necessity of the title insurance.
9) The Board reviewed a letter from a resident requesting the town investigate the keeping of goats and/or sheep in a residential neighborhood. They feel that the animals are a nuisance and could be polluting Blood Brook. The Building Inspector will be asked to visit the area and confirm that these animals are being kept in a residential zone area. He will report back to the Board.
10) Tracy Bardsley, Program Manager of the Wilton Main Street Association, forwarded a copy of correspondence with Terry Knowles of the Attorney General’s Office concerning the Lot 48 property. The Board discussed the information and decided that they should contact the Attorney General’s Office. The Board would like to know if the town could give the money back to the contributors and the Main Street Organization if they were agreeable and would sign a release to this effect. The Town could also consider using the lot as a park and a parking lot combination. It was apparent at the public meeting last week, that the merchants are clearly concerned about the loss of parking spaces as a result of the sidewalk project. The Board decided they will send a letter to the merchants on Main Street that it would be helpful if they refrained from parking in prime parking spots in front of their business during the day. This could help free much needed parking spaces.
11)The Board reviewed the Planning Board budget and agreed that NRPC was not going to be over budget because the income would offset the cost of NRPC’s services.
12) Pursuant to an amendment to the Right-to-Know law, minutes of meetings are now required to be made available for public examination “not more than 5 business days after the meeting”. The Selectmen’s minutes will be available within 5 working days and marked as “Draft” until approved by the BOS.
13) Correspondence and informational material was reviewed.
The meeting was adjourned on a motion at 9:15 pm with all in favor.
