SELECTMEN’S MINUTES

Date:  October 29, 2007

Present: Selectmen Richard Rockwood and Daniel Donovan, III and Recording Secretary Peggy Arn

1) At 7:00 PM Acting Chairman Richard Rockwood called a Public Hearing to hear comments on the following:

Reserving 6 parking spaces between the handicap parking spaces, in front of the Melting Pot to C & S, for 30 minute parking from 8:00 AM to 8:00 PM.

A Board decision to issue permit parking in the town parking lot at the end of Main Street by Proctors for 2 cars that belong to Carl Anderson’s tenants
over the Color Shop.

To reinforce the 2 hour parking on Main Street and “No Parking” in town parking lots overnight between the hours of 12:00 PM to 6:00 AM.
 
Comments:

      Dawn Tuomala asked why the 30 minute parking was only from 8:00 AM to 8:00 PM and suggested that there not be a time limit but be on a 24/7 basis all the time.  She also stated that there are now 6 regular parking spots and two handicap spots between the Melting Pot and C & S.

      Chief Hautanen and Selectman Rockwood discussed the ordinance that restricts overnight parking in town lots.

      After the discussion, the following motions were made:

Motion:

Selectman Rockwood made a motion to reserve 6 parking spaces on Main Street for 30 minute parking between the handicap signs from the Melting Pot to C & S Pizza, 24/7.
Selectman Donovan seconded the motion, which passed unanimously.

Selectman Donovan made a motion to impose a $15.00 parking fine for persons parking more than 30 minutes in the reserved spots.  Selectman Rockwood seconded the motion, which passed unanimously.

Selectman Rockwood made a motion to have 2 reserved parking spaces in the town parking lot at the end of Main Street for permit parking issued by the Board of Selectmen.  The motion was seconded by Selectman Donovan, which passed unanimously.

The Board agreed that the 2 hour parking on Main Street will remain as it is now, with the 2 hour restriction being Monday through Saturday from 9:00 AM through 6:00 PM.
Overnight parking is prohibited in town parking lots between the hours of 12:00 PM to 6:00 AM.

Selectman Rockwood adjourned the Public Hearing and called the regular meeting to order at 7:25.

2) Selectman Donovan stated that he had reviewed the bids for heating fuel and diesel fuel.  The bids were awarded to Fred Fuller Oil Co for heating oil at $2.495 and the bid for diesel to Irving Oil Company at $2,845 on a motion by Selectman Donovan.
Selectman Rockwood seconded the motion which passed unanimously.

3) A letter to DOT was signed which informed them that the Board and the Water Commissioners approved of the “Low Salt” policy on Route 31.

4) The Board signed the 2007 Fall Tax Commitment as presented by the Tax Collector.

5) The bills and payroll for the week ending October 27, 2007 were reviewed and approved.  The correspondence and informational material was reviewed.

The meeting was adjourned on a motion, which all in favor at 8:05 PM.
