1) Dawn Tuomala informed the Board that she is still looking for a person to build the light to be placed on top of the dummy at the end of Main Sheet. She had visited the Heritage Commission and together have found what they consider to be what was the original light fixture. Dawn will continue to look for someone to replicate the light.
2) Dawn Tuomala and Christine Benson, owner of LA Limo Service attended the meeting. Selectman Rockwood had questioned if the lot, L-025-01 that they have plans to purchase from the town, was included on the variance that is now before the ZBA. Dawn stated that it was. Discussion ensued as to the validity of’ including the lot. Dawn asked the Board if they would give her a letter of representation of the Board of Selectmen at the ZBA hearing on the requested variance.
MOTION: Selectman Donovan made a motion that Dawn Tuomala be
granted the right to represent the Board in using Map and Lot No. L-025-01
for the requested variance for LA Limo. The Chairman is also given the
authority to sign the letter of representation.
The motion as seconded by Selectman Rockwood. which passed unanimously.
Selectman Donovan stated that the original P & S Agreement was outdated. After a discussion and statements from Christine that they still wanted to purchase the land, the Board agreed to give LA Limo an extension of the P & S Agreement until November 30, 2007.
3) Chairman Greene opened the bids received for the town's purchase of propane. The two bids were: 1) Rymes Heating Oil •@ $2.089 per gallon 2) Eastern Propane & Oil @ $2.69 per gallon.
MOTION: Selectman Donovan made a motion to award the propane bid to Rymes Heating Oil @ $2.089 per gallon. Selectman Rockwood seconded the motion; with all in favor the motion passed.
4) The Board discussed the idea from Tracy Bardsley of the Wilton Main Street Association of choosing a citizen as Wilton's Citizen of the Year. After discussion, it was agreed that they would choose a person but would like the residents of Wilton to participate in the process. Jessie Salisbury will be asked to write an article about choosing a "Citizen of the Year” asking people to forward their candidate suggestion to the Board by November 30, 2007. The person will be announced at the holiday tree lighting in town on December 5, 2007. A member of the Board of Selectmen will present the award.
5) The Board reviewed a request from the Tax Collector for a decision of deeding M-045-01, land only, for non-payment of taxes. The Board agreed that more information is needed and will make a decision at the next meeting.
6) The Board reviewed a proposed Conservation Easement on Land owned by the McGettigan Family to the Society for the Protection of New Hampshire Forests. Members of the Conservation Commission attended the meeting to discuss this issue and also a letter containing comments from Town Attorney Silas Little after his review of the said document. After a discussion, all agreed that Attorney Little and the Society need to discuss the town's part in the transaction. Mr. Brookes will discuss the concerns with the Society.
7) Selectman Donovan reported to the Board that he had met with representatives of Lyndeborough and Temple on the Ambulance and they are working on a contract for the three towns. They are still looking into the percentages of each town’s contribution and the contribution to the Capital Reserve Fund for the future purchase of a new ambulance. Mr. Donovan reported on his working with the Ambulance Department’s budget for next year and other issues relating to the payment of’ ambulance employees. Selectman Donovan is meeting with the Board of’ Selectmen for Lyndeborough and Temple and will report back to the BOS.
8) Selectman Donovan then reported that at the last Budget Committee, Charles McGettigan stated that he has concerns about the maintenance of the Catholic Cemetery in Wilton. He has since spoken to Father Walch and the Diocese, who actually owns the cemetery. Selectman Donovan is going to work with the Diocese on this issue. He did report that there are several Mount Calvary Cemetery Trust Funds that are held by the Town of Wilton and that the interest of these funds are used to offset the cost of maintenance by the town.
9) The Board approved the purchase of a new wireless panic button system for the town office from Innovative Security Solutions, Inc.
10) The bills and payroll for the week ending November 10, 2007 were reviewed and approved. The correspondence and informational material was reviewed.
The meeting was adjourned at 9:30 on a motion, with all in favor.
