Chairman Donovan asked for the special meeting to discuss the deficiencies at the Recycling Center that the Department of Environmental Services wants to have a response to. DES has informed the town that since the two top stacks were removed from the incinerator, the permit to operate the incinerator is not valid. By removing the top stacks, the incinerator stack itself does not have the height that is stated on the permit. DES also has stated that the town should have notified them of the plans to remove the top two stacks. DES then states that if the diesel storage tank is not being used, it has to be disposed of within their guidelines and they have to be notified.
Chairman Donovan stated that he felt that it was time to consult with Rebecca Balke who is an engineer with Comprehensive Environmental Services. Mr. Donovan invited Rebecca to attend the meeting and to talk with someone at DES to assure them that we are trying to bring the decommissioning of the incinerator and fuel tank into compliance with DES regulations.
Rebecca told the Board that she had not been able to talk to DES but that she will in the next day or two. She explained to the Board that DES has requirements for the removal of the incinerator and tank. They require that a plan showing how the incinerator is to be removed and submitted to them. The tank has to be empty and the sludge removed. The tank can them be cut into pieces and disposed of as metal.
Discussion ensued as to the cost and the implementation of a plan. It was agreed that Ms. Balke would talk to DES and also draft a letter with an outline of a closure plan. She will keep the Board informed of her progress.
The meeting was adjourned at 5:00 pm on a motion, with all in favor.
