Road Agent Steve Elliott and Water Commissioner Jim Tuttle attended the meeting to discuss the issue of Highway Department employees working for the Water Department. It was agreed that when the Highway employees are working for the Water Department, they are under the Commissioners jurisdiction. It was agreed that the can be a problem with personnel issues and Selectman Rockwood cautioned Mr. Tuttle on the way gives direction to the employees. Discussion ensued concerning the Highway Department and Water Department working together.
At 7:00 PM, Chairman Donovan called a Public Hearing to hear comments on the following:
1) The Wilton/Lyndeborough/Temple Ambulance Volunteer Ambulance Association donating to the Wilton Ambulance $11,473. This money was raised for the purpose of purchasing a Cardiac Monitor. The new ambulance will come equipped with a cardiac monitor and also one for the second ambulance. The donation will be used toward the purchase of the new ambulance. There were no comments from the public.
MOTION: Selectman Donovan made a motion that the Town of Wilton accept a donation from the Wilton/Lyndeborough Temple Volunteer Ambulance Association in the amount of $11,473 from their gift fund to be used toward the purchase of new ambulance that will have a cardiac monitor in it. Selectman Condra seconded the motion, which passed unanimously.
2) To consider and hear comments on putting up “Stop” signs at the end of Wilton Center Road where it ends on Isaac Frye Highway and at the end of Burns Hill Road that ends on Isaac Frye Highway. Chairman Donovan stated that there is a safety issue because there is a limited sight distance. Selectman Rockwood asked where the signs could be placed. No other comments were heard from the public.
MOTION: Selectman Rockwood made a motion that “Stop” signs be placed at the end of Wilton Center Road where it stops Isaac Frye Highway, going both directions. That “Stop” signs be placed at the end of Burns Hill Road where it runs into Isaac Frye Highway, both ways. Selectman Condra seconded the motion, which passed with all in favor.
Kerrie Diers and Tim Roade of NRPC attended the meeting to inform the Board of the programs that are available to Wilton and their goals for the coming year. They gave an overview of what they presently do for Wilton. One area is the work they do with DOT and they are instrumental in getting the Highway Block Grant. Selectman Rockwood asked how much the grant would be for the coming year. They did not have an amount but would get us the number tomorrow. The current rider issue was discussed. Mr. Roade told the Board about the role they plan in getting funds for towns from the Federal Government like the sidewalk project. They gave the board two maps that reflected roads in Wilton and one of the wellhead protection area and wet lands. Discussion also included the future of rail service in the State.
Mr. Daniel Perez, a Wilton resident, attended the meeting to ask the Board why there was no parking on Burns Hill Road in the area known as the “Horseshoe” where local people swim. Mr. Rockwood explained that this area is not town property. Mr. Condra explained that before the “No Parking” area was posted, there were so many cars parked, it became a safety hazard for regular traffic. The Board stated that they would not consider taking the “No Parking” signs down but would replace them because they are in poor condition.
The Board then considered a request from Debbie Daniels for a tax relief. After discussion, the conclusion of the Board was to permit the request provided that she reside there.
The Board reviewed and approved the payroll and bills for the week ending October 24, 2009.
The Board discussed the Recycling Center incinerator and decided to get an estimate to start work on decommissioning it this year.
The meeting was adjourned on a motion at 8:30 PM, with all in favor.
