SELECTMEN’S MINUTES

Date:  December 6, 2010
Time:  6:30 pm
Place:  Town Office
Present:  Selectmen William Condra, Richard Rockwood and Steven McDonough and Recording Secretary Peggy Arn

John Shepardson stated that he has discovered that there was a house purchased in 2008 and has been under renovation since that time.  The house has been gutted but no one has pulled any permits.  He asked the Board if he should send them a letter stating that they need to contact him to apply for permits within 10 working days.  The Board agreed that he should do so.

John also stated that a person that he had told to remove sign had done so but now they have another sign.  The sign is now reads “puppies for sale”.  Selectman Rockwood suggested that Johns needs to speak to them to make sure that they are not in the kennel business.

John stated that he was told of an in-law apartment that has only one entrance.  He asked the Board if they felt he should look into this issue as reported to him.  They agreed that he should.

The regular meeting was adjourned at 6:45 and Chairman Condra called a non public session per RSA 91-A:3,II(a).

The regular meeting was called to order at 6:55 pm.

Rick Plehn attended the meeting at Selectmen Rockwood’s request to discuss the removal of the incinerator.  Selectman Rockwood asked who gave him permission to sell the used steel and credit his invoice.  Mr. Plehn stated that it was in his contract.  Selectman Rockwood stated that he was upset that Maurice was not aware that he was going to sell the steel.  Mr. Plehn stated that Maurice was there when the steel was taken away.  Dick stated that he was not happy that Rick did not complete the permit to remove the incinerator.

Selectman Rockwood asked for a receipt for the steel.  Mr. Plehn stated that he had gotten cash for the used steel.  He stated that he had done extra work that amounted to an extra $1,000.00.  He had added that amount to his invoice.

Motion:  Selectman Rockwood made a motion that the balance of Mr. Plehn’s invoice of $4,650 be paid.  Selectman McDonough seconded the motion, which passed with all in favor.

At 7:25, Chairman Condra adjourned the regular meeting and called a non public session per RSA 91-A:3,II(a).

The regular meeting was called to order at 7:45.
Reporter Jessie Salisbury asked about the rocking horse raffle on the agenda.  It is a beautiful wooden rocking horse made by Jim Nelson and given to Dan Donovan.  Mr. Donovan donated it to the Heritage Commission and they are selling raffle tickets on the horse.  Mr. Donovan asked if the winning ticket could be drawn by the Selectmen at their December 20th  meeting next week.  The Board agreed that they would.

Selectman Rockwood asked the Board who they would like to receive the Citizen of the Year award.  Selectman McDonough suggested Maurice Guay and discussion ensued as to his service to the town.

Motion:  Selectman McDonough made a motion that Maurice Guay is named Wilton’s   “Citizen of the Year 2010”.  The motion was seconded by Selectman Condra, which passed unanimously.
 
The regular meeting was adjourned  8:00 and a non public session called per request of the Sewer Commissioners per RSA 91-A:3,II(a).

The regular meeting was called to order at 8:25 pm.

The Board reviewed and approved the payroll and invoices for the week ending December 4, 2010.  The Board signed the Traffic Ordinance on the town wide speed limit passed at the previous meeting.  It will now be recorded by the Town Clerk.
