Conservation Commission Minutes for the meeting of March 11, 2002

Present: Spencer Brookes, Les Tallarico, Andrew Lefrancois and Doreece Miller

7:00 Business Meeting

1. There was no meeting in February.

2. The minutes are now being posted on the town web page.

3. We have received our sample “Earth Machine”.  It will be on display at the town meeting, March 12 and 14, and then it will be at the recycling center.  The sale will go until May 6, with pick-up for June 20th and 21st at the town hall.  Prepaid orders are now being accepted at $30 each.  We will also have the wildlife inventories available at the town meeting.

4. Much time and effort has gone into the purchase of Carnival Hill (D-087 & D-089).  Stacia Millet kindly wrote up the proposal for the LCHIP grant with input from WCC members and concerned citizens.  That work has paid off and the Town of Wilton received a grant of $100,000.  We will now see about a grant from the Land and Water Conservation Fund for a possible $50,000.  A small group will meet to discuss the presentation for the town meeting.

5. On February 20th Spencer and Doreece attended the NRPC annual meeting at the Annheuser Busch facility in Merrimack.  Some of the speakers included representative of Wilton, Milford and Nashua who gave updates on the Mainstreet programs  in their communities.

6. On February 23rd, Spencer and Doreece went on a tour of land donated by John VonFelsinger to the Society for the Protection of NH Forests.  This land is at the end of Brown Road and goes to the Souhegan River (G-009).  This land also abuts The Russell/Abbot Forest, other land owned by the Society, and some land owned by the town of Wilton.

7. The Wilton Junior Athletic Association has been working on getting necessary plans, approvals and funds for playing fields at the bottom of Carnival Hill (D-88).  The conservation commission should let them know we would like to help.

8. On March 7th Spencer and Andrew attended a meeting of the Souhegan River Watershed Association (SRWA) and the Local Advisory Committee (LAC) at the NRPC office in Nashua.  They were told of possible water contamination from land near the town barn and possibly from land in Milford.  Helen Dalbeck and Diane Fitzpatrick looked at the salt pile in Wilton.

9. On April 1st we will have a joint meeting with the conservation commissions of Milford and Lyndeborough to discuss the areas we have in common.  What can we do together?

10. We heard reports on:
        · Proposed Shell station on Rt. 101. (F-012-06) NHDES copy filed.
        ·Timber harvest on C-001 owned by Blackmer
        ·Fill complaint on F-027 owned by Goddard
        ·We received a complimentary copy of the Wetlands Bureau Code of Administrative Rules.  Also available (and wetlands applications) on the website at         www.des.state.nh.us/wetlands
       ·Copy of questions to Betsy Hahn, NRPC, concerning gravel pits has been filed.
         ·We were cc’d a copy of a letter from NHDES to Alan Stevens/ A&T Forest Products (A-021/A-030) Letter on file.

10.  We have a possible abandoned well walk at the W/L High School on March 20th or 27th.

11.   The Hazard Mitigation Committee meeting will be April 4th, 7 PM at the town hall.  “The   purpose of this meeting will be to identify critical facilities and the develop hazard mitigation goals and objectives for Wilton.”

12.  The next regular meeting April 8th at 7 PM at the town hall.
