Wilton Conservation Commission
Minutes for the meeting of November 18, 2002

Present: Spencer Brookes, Andrew LeFrançois
Also: Allen Preston

7:30 Business Meeting

1. (Lot B-11), Stoney Brook: we recommended that three alternative consultants look into the property; no changes have been made since.

2. (Lot A31-2), Tighe Farm Road: wetland permit filed.

3. Lot D-93, River Road Trust (“Frog Pond”): logging permit filed.

4. Lot D-93 River Road Trust (“Frog Pond”), dam removal: the W.C.C. recognizes that this project will not effect Carnival Hill; the W.C.C. recognizes that the dam has no flood control capacity; the W.C.C. recognizes that the rate of flow of Tannery Brook will not change to cause damage to the properties along Russell Street; and the W.C.C. supports the project due to the poor condition of the dam.

5. Approved the purchase of four conservation related books to be purchased via the W.C.C. Education Fund.

6. Lot F-98, approved a letter to be submitted to the Wilton Selectmen and the Temple-Wilton Community Farm concerning our interests in the properties future.

7.  Spencer is in the initial stages of speaking to George May, of the Souhegan River Association, about looking into river bank restoration on the Souhegan River at the mouth of said river and Stoney Brook

8. Lot F-145, culvert permit: the W.C.C. accepts this.

9. Lots H-2-6, F-134, F-150, logging permit: the W.C.C. accepts this.

10. Nominated Allen Preston to join the W.C.C..

11. Lot C-24, Goldsmith Road: culvert looked at and permit accepted.

12. Lot C-17, Marden Road: although the W.C.C. recognizes that specifications are being met, we question the side gradient of the 10’ high common drive way (may need to be wider therefore causing more wetland degradation); and we question the safety issue of the proposed drive way.  An alternate drive way up the west side of the property (along the stone wall) may be more effective drive way placement.

13. W.C.C. has written a letter of support for the Nashua Regional Planning Commission’s efforts to receive a watershed assistance grant for development of the Souhegan River Watershed Management Plan.

14. Carnival Hill: W.C.C.’s management plan has been sent to LCHIP.

15.  N.H. Trails Conference (2nd week of December).

16.  The Souhegan L.A.C. looking to get the right of way alongside the Souhegan River in the town.  The W.C.C. agrees to look into this.  The following will need to be contacted: the Wilton Water Commission, Wilton Recycling Center, and property owner behind L.A. limousine.

17.  Souhegan River Association dues are due ($100.00); accepted this and will renew our membership.

18. The next regular meeting is scheduled for 16DEC02 at 7:00PM at the Town Hall.
