Minutes of 11 October 2004 Meeting – Reviewed and approved at regular monthly meeting on 08 November 2004

WCC opened at 7:15 PM in the Town Hall Courtroom to conduct its monthly meeting. Members:  Lynne, Les, and Spencer, and town citizen:  Laurence Coronis.  Alan Preston was absent.

• New Member:  Laurence Coronis, nomination letter to selectmen was reviewed.
• Budget Review:  No action taken.
• ZBA Meeting:  Scheduled for 13 October 2004 – Spencer will attend.
    Lots M-45-1 – Serious Drainage Problem.
    Lot H-114 – Corridor # 13 trail on property.
• Planning Board Meeting:   Scheduled for 20 October 2004 – Spencer and Lynne will attend.  Granite State:  Letter to Planning Board was discussed and will be sent indicating our non-support of the project.  Attachments will include memos from County Forester and UNH Cooperative Extension Wildlife Specialist.
• Carnival Hill – Update
    1. Junction Box in center of lower field has been repaired.
    2. Poison Ivy problem will be reviewed by Spencer and Laurence.
    3. Annual Monitoring site walk will be done at 4:30 P.M., October 18th.
    4. Well Houses on Carnival Hill plans will be discussed with students at WLC.
• Four Corners Farm – Update
    1. Celebration will be on Sunday, October 17th, 1:00 to 4:00  P.M.
    2. Reviewed and approved certificates to be handed out at celebrations.
    3. Trail ribbon cutting will be after presentation at farmstead location.
    4. Invitations will be sent via email to all interested parties.
• Frog Pond – Update
    1. Selectmen received and approved purchase and sales agreement, contingent on vote at Town Meeting.
    2. Lynne and Spencer will meet with Milford Conservation Commission.
    3. Spencer will work with abutters on encroachment on property.
        i. Define size of area for each abutter and line adjustment.
        ii. All costs will be borne by abutters.
        iii. Restriction to number of units will be kept at current number via an easement to the town.
        iv. Request the historic commission to develop a history of the land.
        v. Develop warrant article and seek funding from other sources.
• Potter Road Property:  The Town-owned land in memory of a town citizen needs to be monitored.
• Intervale Riparian Way:  The land needs to be monitored.
• Hoover Property Easement:  In process.
• Scenic Road Route 31 – AT&T Cell Tower:  PSNH is considering not using for utilities.
• King Brook Road – AT&T Cell Tower:
    1. Lynne has had calls from PSNH relative to cutting of trees, has discussed same with Selectmen, and has contacted Planning Board (Matt Fish) on the matter.
    2. Spencer will explore Town Reports to see when the Town voted King Brook Road a scenic way.
• Permits, Violations and Complaints:  No action taken this month.
• Trails:  No action taken this month.
• Administration:  No action taken.
• Natural Resource Inventory:  $5000.00 to be requested in WCC budget.
• Bond Issue:  $1,500,000 for open space will be requested at town meeting with a 5 year expiration date and requiring a special town meeting to expend funds.
• Miscellaneous:

- Souhegan River Local Advisory Committee (SRLAC) – Thursday, October 21, New Ipswich Town Hall at 7:00 PM
- The Technical Review Committee of the Souhegan Instream Flow Pilot Program will be attended by Spencer on Friday, October 22.
- No members attend R2C2 or ROST meetings.
- Next SVLT meeting is Friday, October 15.
- NHACC meeting in Concord on Saturday, November 6, will cost $30.00 per member and a budget of $90.00 was approved.
