 Minutes of 13 December 2004 Meeting
WCC opened at 7:05 PM in the Town Hall Courtroom to conduct its monthly meeting. Members:  Lynne, Les, Spencer, Laurence and Alan.

• Budget Review – Discussion about budget for 2005 which will be initially presented to Budget Committee on December 14th.  Operating Budget request is a reduction from last year inconsideration of other expenses.
o Operating Budget -- $2850.00
o Natural Resource Inventory -- $5000.00
o Frog Pond Purchase - $150,000.00
o Legal Fees - $10,000.00
o Frog Pond Dam upgrade & related expenses - $ $15,000.00
o Open Space Bond Issue - $1,500,000.00

• Public Hearing – A public hearing will be held on Monday, December 20th @ 7:00PM at Town Hall to consider acquiring a joint easement with NEFF and the Town of Wilton on the Hoover Properties, Change of location of Trail on the Rensing Property, and new trail right of way on Hamlin Property. As well as to withdraw up to $7500 to cover expenses relative to the above.
• ZBA Meeting December 14th suggested actions:
o Lot C-99 – Quinn Brothers, Wilton Center Road:  Oppose dividing lot into three with one being substandard.  This area is in the aquifer district, adjacent to a brook and near the Blood Brook above the Federal Salmon Release Program Site.
o Lot F-42 – Ken & Shari Smith, Intervale Road:  Concern about Souhegan River encroachment and photo chemical waste effect on the river and nearby residential wells.
o Lot F-99 – Pine Hill Waldorf School/Center for Anthroposophy, Abbot Hill:   Concern about possible loss of State of NH, Snowmobile trails - Corridor # 13, as well as effects on wetlands and pond.
• Carnival Hill – Potential damage by youth was stopped by WCC member communicating with WJAA member who contacted Police.
• Frog Pond – Working with abutters to the property to establish a fair and equitable solution to land use.
• Trails – Abby Frye Trail Potential - Town right of way should be explored.
• Violation:  Richards Property - More fill was added near buildings not in area of previous reported violation.
• State Actions on Violations – Spencer will contact DES on two situations.
• Hoover Easement - December 8th letter and easement was reviewed by membership.  Consensus was that additional language relative to protections and monitoring needs to be included in the document.
• Bond Issue – WCC will work with selectmen and Budget Committee to hold need public hearing.  Hopkinton Warrant Article will be used as a model.
• NRI - Natural Resource Inventory will include updated trail maps and trail descriptions.
• Holt’s Land – Steve Desmarais will be invited by Lynne to the next meeting.
• Anne Jackson Girl Scout Camp – Explore conservation easement and trail right of way on this property.
• House Bill 1148 - May effect town’s definition of “Wetland” Planning and Zoning needs to review RSA 482-A before town meeting.
