April 12, 2004 Special Meeting Minutes - All members present Meeting

1. Lynne called to order the meeting and opened the public hearing on withdrawal of $40,000 from the Conservation Fund for the purchase of the Four Corners Farm Easement. Public hearing 7:01 to 7:25.
2. Spencer made the motion & seconded by Alan Preston to withdraw the $40,000 from Conservation Fund and approve the budget for the Four Corners Farm purchase. (See attached two items dated April 12th)
3. Four Corners Farm:
Bob had questions on grant funding, closing details and received
the signed statements to bring to Selectmen.
Stanley Young, Chair of WHC had questions on the Memo of Agreement
and related Four Corners Farm stewardship concerns. Spencer &
Stan will work on this project.
Spencer is continuing to keep abreast of any WCC concerns for the
closing April 19th
4. Whitney Beals of New England Forestry Foundation gave to the
people present a brief overview of NNFF as well as a more detailed look
at land easements and how NNFF could assist the town and the landowners
with conservation easements.
After Whitneys presentation WCC resumed business meeting
5. ZBA Meeting April 13th, Spencer will represent WCC
6. Planning Board April 21st, Spencer & Lynne will represent WCC
7. Chalet Susse International site walk will be rescheduled for Spencer & Les
8. Carnival Hill:
Apple Tree Adoption April 9th & 10th , 15 trees were pruned
Next Apple Tree Adoption May 7th & 8th, 10 to Noon will be
opened to general public
Meeting with David Fitch, Road Agent, Les, Alan & Spencer will
be set up by Spencer
LCHIP Sign is not in our possession as yet. Will be placed
on gate if possible.
9. Lot 128-1, 2 Violations: Alan will communicate with landowner and Spencer will draft letter.
10. No high water problems reported which is good considering all the rains of the last few days.
11. Citizen contacts relative to Easements & Gifts, Lynne and Spencer are making contacts.
12. SRLAC: Next meeting in Amherst on April 15th Les & Spencer will attend.
13. ROST / SVLT: Lynne & Spencer are attending meetings
14. NRPC / R2C2: Lynne attended first organization meeting.
15. Saving Special Place Conference, Saturday April 17th Les, Lynne & Spencer will attend.
16. Spencer will investigate for June 2nd or 9th meeting plans to have someone from Society present NRI information.
17. Next meeting May 10th @ 7PM
