Minutes of May 10, 2004 Meeting – First Part

The Wilton Conservation Commission held a meet Monday, 10 May 2004, starting at 6:45 to 7:30 at 47 Badger Farm Road.

• H54-3 Trail was blocked with large rocks at 12:00 on May 10th. The landowner. had placed the rocks on the trail right of way.  Spencer was informed and he and Bruce Rafter reviewed the situation before the weekend.  On Monday AM Spencer returned took pictures of the still blocked trail.  The rocks had been removed before the 6:45 meeting.   The commission reviewed the status of the trial on this property.  The rocks were placed along the side of the trail area.

WCC continued at 7:45 PM in the Town Hall Courtroom to conduct its usual monthly meeting.

• Minutes from meeting of 1 April 2004 and 12 April 2004 were approved.
• Budget Review
1. Lynne’s reimbursement of $35.00 for NH Preservation Alliance Conference – 30 April was approved.
2. Payments have been made to Souhegan River Assn and NHCCA have been sent.
Spencer has not received the $105.00 reimbursement check approved at an early meeting.
• Open Space
1. Lynne will make contact with Whitney Beals of NEFF about progress on easements.
2. Thursday, May 20th @ 7PM, Work Session on Open Space Property Evaluation.  Les, Lynne, & Spencer
• ZBA Meeting scheduled for 11 May 2004 – Alan & Lynne will attend.

• Planning Board Meeting scheduled for 19 May 2004 – Lynne & Spencer
• Four Corners Farm – Spencer Reported
1. Funding from USDA and Trails Bureau is in progress.
2. Celebration will be held with a walk on the farm and a gratitude ceremony at High Mowing at a date to be set.  Spencer will continue to work with the farm of that project.
Memo of agreement between Selectman, WHC and WCC still has some work. Lynne & Spencer will work on that.
• Carnival Hill – Apple Tree Adoption & Update
1. 36 trees have been adopted May 8th.  The program was well received.
2. LCHIP sign permit is on the May 19th Planning Board Agenda.
3. Site walk was done by Alan, Les, Spencer, David Fitch – Fitch’s Farm, Steve Elliott, Road Agent.  Written report will be available for next meeting.
• Violations and Complaints listed by lot number.
1. F-120, Site walk 6P.M. on Friday May 14th.  Meet will start at Old Bridge on RT 101 opposite the Recycling Center.
2. H54-3, no action needed
3. B12, Spencer & Alan will make contact with landowner relative to wetland complaint.
4. F122, D99, F68 area has new silt near the Souhegan River.
5. F68 letter review – no action taken.
• Trails:  Discussion with all Selectmen present.  A consensus was established.
1.   Moving a trial right of way would be a    step process by the landowner.
a. Landowner would contact WCC.
b. If WCC and landowner feel the trail moving is logical then.
c. WCC would confer with Bruce Rafter of the WLWW snowmobile club.
d. The landowner would meet jointly with WCC and Bruce with a proposed plan.
e. WCC would advise Selectmen when a draft plan is available.
f. WCC or Selectmen may need to hold a public hearing for approval of easement purchase.
g. A new deed shall be drafted by landowner when more than 25 feet of the trail is moved. Said deed will be reviewed by town council at the expense of the landowner.
h. The town will bear no cost for trail relocation.
2.  As this is a policy more discussion and approval will be needed at next regular meeting.
• Administration:  By-laws, Regulations, etc. – Lynne handed out material for study.  This topic will be on next regular meeting agenda.
• Natural Resource Inventory Meeting with David McGraw of SPNHF will be presenting on June 2nd @ 7:00PM
• Funding of Open Space – SPNHF will be contacted for a meeting the Week of June 20th.  Monday or Wednesday.

- Regional Open Space Team (ROST) – Update was given by Lynne
- Souhegan Valley Land Trust (SVLT) – Update was given by Lynne
- Souhegan River Local Advisory Committee (SRLAC) – Update was given by Spencer
- NRPC / Regional Resource Conservation Committee (R2C2) – Update was given by Lynne
- Saving Special Places Conference – 17 April 2004 – Reports was given by Les, Lynne, and Spencer
- NH Preservation Alliance Conference – 30 April 2004 – Report was given by Lynne.
- R2C2 meeting report was given by Lynne.
