WCC opened at 7:15 PM in the Town Hall Courtroom to conduct its monthly meeting. Members: Lynne, Les, Spencer and town citizen: Laurence Coronis. Alan Preston was absent.
Minutes from meeting of 14 June, 28 June, and 29
June 2004 were approved.
Budget Review No action taken.
ZBA Meeting scheduled for 13 July 2004 Lynne
will attend.

Planning Board Meeting scheduled for 21 July
2004 Spencer and Lynne will attend. Granite State: Letter
to Planning Board will be reviewed by Lynne and Spencer.
Carnival Hill Update
1. Junction Box in center
of lower field was discussed.
2. Poison Ivy problem will
be reviewed by Spencer and Laurence.
Four Corners Farm No action taken.
Frog Pond:
1. Report by Spencer.
Spencer, Les, Steve Elliott, Road Agent, and Grace Levergood, Dam Engineer
for NHDES met to discuss the Dam Safety.
2. Approval was given to
continue purchase exploration.
3. Lynne and Spencer will
contact landowner, and Milford Conservation Commission.
4. Spencer will work on
budget and funding.
5. Frog Pond was not listed
on the WHC Historic / Cultural Resources. The pond was used as an
ice skating ring by the Wilton Winter Carnivals as well as science classes
used the site as an outdoor classroom.
Potter Road Property:
The Town-owned land in memory
of town citizen needs to be monitored.
Hoover Property Easement:
1. WCC approved to formally
proceed with the town working with NEFF and Mr. Hoover on the Towns ownership
of a backup easement on the 65 acres and to expend money from
the Conservation Fund to assist in payment of related expenses for placement
of the easement.
2. Lynne and Spencer will
workout details of deed requirements, and funding.
Scenic Road:
Spencer will explore Town
Reports to see when the Town voted King Brook Road a scenic way.
Memo of Agreement between WHC and WCC is pending
approval.
Permits, Violations and Complaints listed by
lot number:
1. F-121-4: Work has
been done to contain the erosion problem. Site will continued be
monitored.
2. B120: Spencer,
Les and Alan will make contact with landowner relative to site walk.
3. H-67: Expedited
wetland permit was signed by Spencer. ZBA is discussing the issue
on Tuesday, July 13, 2004.
Trails:
1. Moving a trail right-of-way
policy was read and approved.
2. Spencer and Les will
work with Bruce Rafter on request by landowner to move trail.
3. Brian Sullivans trail
sign design was approved and the WCC is grateful for his efforts.
Spencer will order the signs.
Administration: No action taken.
Natural Resource Inventory Meeting scheduled for
Monday, 26 July 2004, with NRPC was discussed.
Open Space:
1. Bond issue used by Hopkinton
in 2003 or 2004 was reviewed as a guide for our referral to Budget Committee
and Selectman.
2. WHC and WCC has made
overture to a landowner about protecting land.
WCC met with Selectmen:
1. Selectmen approved of
Trail Relocation Policy
2. Selectmen approved of
WCC securing a backup easement on the Hoover Property and assisting in
the funding of the project by withdrawal from the
Conservation Fund.
3. Selectman approved of
continuing to explore purchase of the Frog Pond.
4. Selectmen will assist
and support keeping Scenic easement on Kingbrook Road.
Miscellaneous :
- Souhegan River Local Advisory
Committee (SRLAC) will be doing a walk of the highlighted areas along
the river in Wilton.
- The Technical Review Committee
of the Souhegan Instream Flow Pilot Program will be attended by Spencer
on July 30, 2004.
- Spencer and Lynne will
attend Wildlife Habitat Maps Workshop presented by UNH Cooperative Extension
and NH Fish & Game Dept. on July 15, 2004.
