Present: Les, Laurence, and Lynne. Spencer on Red Cross duty after Hurricane Katrina. Alan absent. No votes taken.
Review Minutes: Minutes from 08 August meeting reviewed and accepted.
Budget & Expenditures: No report to review. No recent expenditures to report.
ZBA Meeting of 09 August: Nothing with any direct connection for WCC.
Planning Board Meeting of 18 August: Quinn Wilton Center Road property and Quinn Route 31S property issues continue to be of interest. House-by-the-Side-of-the-Road is working on the mitigation plantings from a couple of years ago.
Violations & Complaints: Discussed progress on House-by-the-Side-of-the-Road/Convenience 101 mitigation plantings.
Route 31 South Limited Salt Route and Tree Cutting Request: Les noted that he came across a statute, NH RSA 227-J:9 which states that only 50% of the trees within 50 feet of the road can be cut; he is still looking into this. Any tree cutting on SPNHF or State Forest land needs permission from them. Regarding the cell tower, Les said the poles are in and the work is continuing.
Trails: Hamlin: No activity; Spencer was going to talk with Attorney Wil Sullivan to see if there was any way to get any of our money back.
Town Forest Lands: Jon Nutes report stated that at the present time, there is no timber that would be appropriate to cut in any of the Town Forest properties.
Possible Purchase of Land by WLC: Nothing new at this time. Meetings coming up.
Four Corners Farm: No update.
Carnival Hill: No update.
Frog Pond:
- Has now been mowed.
- Les is getting ready to do the survey for the dam and spillway.
Will probably recommend a 12to 15 culvert.
NRI: David McGraw from SPNHF is still working on a final estimate to be submitted to Spencer when he returns from Red Cross duty.
Open Space Update:
- Hoover advised he is not signing present easement as is.
- Laurence presented a draft letter to be edited and sent to selected
landowners in town urging them to consider conserving their land by the
method of their choice. Letter would be sent with the SPNHF book
(we have about 20+ copies) which discusses the various ways and methods
of conserving land.
Miscellaneous:
- SRLAC: Working on a management plan for the 220 square miles
of the Souhegan River watershed lands. The next meeting is 15 September.
Regarding the e. coli counts, Les said that at the last meeting they were
advised by the people who take the readings that the readings are lower
in the middle of the river than they are on the shore, where the readings
are usually taken. There is a plan to do testing in downtown Wilton
as we had requested.
- ROST: No update.
- SVLT: Discussed Echo Valley Campground land for sale.
- R2C2: No September meeting.
Meeting adjourned at approximately 8:20 PM.
