Wilton Conservation Commission – Minutes of 08 August 2005

Present:  Spencer, Les, Alan, Lynne, and citizen Jonathan Sargent.

• Review Minutes:  Minutes from July meeting not reviewed.

• Budget & Expenditures:
- We have year-to-date report.  Need to compare with bills approved and submitted to see if coincides with our records.

• ZBA Meeting of 12 July:   Denied variance on Hubbard/Warren request at Lot J–112–1 on the Island.  Granted variance with restrictions on Tuttle land at Lot F–32, Intervale Road.  There was a discussion about water and drainage on this lot.  Upcoming meeting of 09 August has no direct connection for WCC.

• Planning Board Meeting of 20 July:  Continuing discussions on Quinn Wilton Center Road property and Quinn Route 31S property issues, as well as House-by-the-Side-of-the-Road  (Convenience 101) mitigation plantings.  WCC will monitor those issues at Planning Board’s 17 August meeting.

• Violations & Complaints:  Discussed progress on House-by-the-Side-of-the-Road (Convenience 101)  mitigation plantings.

• Route 31 South Limited Salt Route and Tree Cutting Request:  No new information; Spencer to follow-up.

• Trails:   Hamlin:  No activity.

• Town Forest Lands:  Spencer has the report; will send around to others.

• Possible Purchase of Land by WLC:  Lynne attended meeting with Gretchen Dunn and Selectmen.  They were not altogether against the proposal but suggested Gretchen get an appraisal and be prepared to answer other questions which they brought up.  Gretchen said they are planning at least one walk on the land prior to the scheduled vote meeting.  She is also on the agenda to meet with Lyndeborough Selectmen.

• Four Corners Farm:  No activity.

• Carnival Hill:
- Need some rocks to prevent getting up into the field and hill from the ball field.  Need to be far enough from the field so that kids don’t run into them while playing on fields.
- Weed-wacking to be done at new orchard where trees came down.
- Farmer wants to plant alfalfa on tip of hill.  Also wants to store manure for fertilizing.  Discussion about where to store so that is environmentally safe and correct.

• Frog Pond:
- To be mowed soon according to farmer.
- Baseline Documentation group now has quite a bit of information.  Jon Sargent read his report; very well done and very helpful.  Jessie Salisbury did a report on the flowers found there.  Spencer to have a meeting to finalize all baseline information.
- No further damage from 4-wheelers noticed, but need to finish up chains and locks work because there is evidence of parties and bon fires on the property.

• Grants:  Spencer submitted his grant for the side span for the snowmobile trail at the bridge on Isaac Frye Highway near Jon’s Cycle Barn.  It may not pass, but it creates the awareness that it is needed, and we can try again.

• Dams:  Spencer received a report from the Dam Bureau on all the dams in Wilton.  Report and maps were reviewed and discussed.

• NRI:  Reviewed the lists of maps and work to be accomplished created by the NRI group.  Need to talk with Planning Board to see if they can chip in some money.

• Open Space Update:  New version of easement on the Hoover land received.  Spencer has sent it to NEFF for review.  WCC members to review also for input.

• Miscellaneous:
- SRLAC:  No activity.
- ROST:  Continuing with trail mapping project and website work by Bob Dillberger of Mason.  Working on “Trails Expo” with SVLT and Milford Conservation Commission.
- SVLT:  Accepted bylaws.  Working on “Trails Expo” with ROST and Milford Conservation Commission.
- R2C2:  Lynne attended to hear presentation on Regional Open Space Strategy (ROSS); discovered Wilton not included in that report except for a small piece of information about riparian trails along the Souhegan.  She advised project manager Jon Heiss of REPPs submitted earlier, and will resubmit.  Will also submit current information to be included in the ROSS.
