• Review Minutes: Minutes were not reviewed as Lynne (minutes transcriber) was absent.
• Hoover Easement: After discussion, Les made the motion that if New England Forestry Foundation won’t relax their easement restrictions on the Hoover property, then we approve the Souhegan Valley Land Trust to hold and monitor the easement on the Hoover property. Seconded. Passed unanimously.
• Jon Sargent: Jon stated he is going out twice a month tracking animals for the NRI. Last weekend he was up behind Hearthstone; next weekend he plans to go to Fisk Hill near Temple. He took a quick walk of the Ben Holt/Westview Farms property; it has been logged recently. He will need permission to walk the Watts property as it is posted with “No Trespassing” signs. Jon wanted to verify that we wanted him to walk the Bennington Battle Trail (Duggin Road area); the answer is yes.
• Budget & Expenditures:
- The 2005 budget was $4,000 less than what is proposed for 2006.
- Note that we absorbed about $1,000 in expenditures for trails that
did not happen. (Landowner decided not to go forward with trail easement
because he couldn’t sell the land with the easement, after all the paperwork
had already been completed but not signed.)
- Regarding the warrant article for the Lot Line Adjustment at Frog
Pond Land on Maple Street for abutters, after discussion, Laurence made
a motion to require Mark Gabel to remove the motor vehicles from the Frog
Pond area next to his house by 01 January 2006. Seconded by Les.
Passed unanimously. Spencer to speak with Mark Gabel about this.
• Trails: Laurence spoke about how he felt it is hypocritical to talk about wildlife and then about snowmobile trails in the same area. Spencer noted that we may need to have properties that aren’t accessible by any sort of motorized equipment.
• Four Corners Farm: Spencer stated that he recently discovered, in a conversation with Tom Sloan from USDA, that we may be responsible for monitoring the USDA portion of the easement. This was not our understanding at any time while we were working on this easement. Spencer also stated that he believes we do not have the control or expertise to monitor agricultural activities as required by USDA.
• Frog Pond:
- The gate is opened for the season for snowmobiles.
- A discussion was had about a railing for the bridge.
- Alan stated the cutting is ready to be done.
- Invoice for timbers for Frog Pond has been submitted.
• NRI: Kick-off meeting scheduled for Monday, 19 December at 7:00 PM (instead of 05 December as originally planned), due to David’s availability. Spencer said he had received the estimate, “Memorandum of Understanding”, from David McGraw at SPNHF, and he will ask Lynne to sign and return it to David. Unanimously agreed.
• Miscellaneous:
- SVLT: Members of the board walked the Echo Valley Campground/Purgatory
Brook lands in Lyndeborough/Mont Vernon. The Trust is interested
in working to preserve this area, and there is some potential for this
to happen.
