Wilton Conservation Commission – Minutes of 11 July 2005

Present:  Spencer, Les, Lynne, and citizen Jonathan Sargent.

• Review Minutes:  Reviewed minutes from 13 June.  Unanimously approved.

• Budget & Expenditures:
- No year-to-date report received yet.
- Spencer presented two bills: (1) $13.75 for strapping and screws for timbers at the Frog Pond; (2) $25.00 for a Trails Workshop at Shieling Forest in Peterborough.  Unanimously approved.
• ZBA Meeting of 14 June:   Nothing with any direct connection for WCC.  (Hubbard/Warren Lot J–112–1 on the Island, and Chalet Susse at Lots C–12 –1– 1 and C–128–1–2 at Keyes Hill Road)

• Planning Board Meeting of 15 June:  Quinn Wilton Center Road property and Quinn Route 31S property issues continue to be of interest.  House-by-the-Side-of-the-Road (Convenience 101) is working on the mitigation plantings from a couple of years ago.  Joan Lemire will have a pre-app for a property next to the Souhegan River on Intervale Road; we need to look closely at that.

• Violations & Complaints:  Richards Property, B-120.  Continues to be an issue.  Is under DES jurisdiction.

• E. Coli Measurements on Souhegan River:  We are still concerned with the e.coli levels on the Souhegan in downtown Wilton; levels run high at this point, whereas at the Horseshoe they are much less.  The levels come down somewhat at the Hillsborough Mill dam area, so there must be something going on to account for the high levels at downtown.  We would like some testing to discover where this is coming from; test at Stoney Brook, test at houses on the Island bordering the Souhegan and test at businesses on Main Street along the River.  Spencer to discuss with George May of Souhegan Watershed, since they are in charge of testing.

• Route 31 South Limited Salt Route and Tree Cutting Request:  Spencer contacted the State about the effect of trees and grass on water quality; they suggest that if trees are going to be cut around the wellhead area, grasses must be planted to assist in good water quality.

• Trails:  Hamlin:  Mr. Hamlin called Spencer and said they do not want to go through with selling the trail right-of-way.  They feel they can’t sell the two lots with the trails on them.  We have already paid Attorney Sullivan for his work on this and everything is already done except the signing of the papers.  Spencer to talk with Attorney Sullivan to see what, if anything, can be done.

• Town Forest Lands:  Jon Nute has finished his report on all town forest lands.  Some lots can be timbered but most of it doesn’t amount to very much in terms of income from timbering.  To be discussed in full later when everyone has read the report.

• Possible Purchase of Land by WLC:  No activity on this item since last meeting.

• Four Corners Farm:
- Spencer to contact Steve Moheban about removal of the scrap metal pile.
- Spencer and Les to work up a schedule to discuss long range plans for monitoring and to set up monitoring for the fall.

• Carnival Hill:
- Thatcher Clark, who was an abutter to Carnival Hill (across from the Town Barn), has sold his property.  Spencer talked with the new owners, who have bushwhacked a stretch of brush bordering our land and in fact bushwhacked a portion of the Town-owned portion.  Spencer explained to them they need to contact us before doing that, and if they want to continue, they need to wait until after mid-August since nesting birds use the brush and small trees.  Spencer will rough draft a letter to them with explanation.
- The upper field has been mowed by the farmer.
- Spencer will contact the Boy Scouts to see if someone is interested in re-doing the Boy Scout trail on the top of the hill.
- Ball Fields:  Spencer heard they want an irrigation system.  We should be aware of their management plan for the grass and make sure they follow UNH Cooperative Extension Best Management Plan for the grass.
- No bars yet to going up into the field and hill from the ball field.  Need to continue to work on this to find a solution.

• Frog Pond:
- Gate and chain at Mark Gabel’s not done yet.
- Fish & Game Officer met with the Baseline Documentation group.  Noted deer yards above the hill.  Noted that there are grants available of $1000 per year (up to $6000) to do edge-of-field cutting to continue to attract those birds and species that like those conditions.
- Les made the motion that we authorize Spencer to talk with Fish & Game about those grants.  Motion passed unanimously.

• Grants:
- Spencer is working on pursing a grant for a side span for the snowmobile trail at the bridge on Isaac Frye Highway near Jon’s Cycle Barn.
- Spencer is also working on a grant for a sidewalk from town up to the new ball fields at Carnival Hill.
- These are due August 1st.

• NRI:  Spencer is in conversation with David McGraw regarding the maps and list of things to be accomplished.  The NRI group has been meeting to refine those lists.  Spencer hopes to have that list for us to review at our next regular meeting.

• Open Space Update:  No new information on Hoover.  Still planning to walk Dunn landing the fall.

• Miscellaneous:
- SRLAC:  Next meeting in Milford.
- ROST:  Continuing with trail mapping project and website work by Bob Dillberger of Mason.
- SVLT:  Continuing to work on bylaws.  More discussions on various possible land projects.
- R2C2:  No June meeting held.
