Present:  Spencer, Les, Laurence, Alan, Lynne, Whitney Beals of NEFF, Hubert Hoover, Bill Keefe, Stanley Young

This work session is to discuss various points of Mr. Hoover’s possible conservation easement with NEFF.  Mr. Hoover and Mr. Keefe have some concerns regarding some of the provisions of NEFF’s easement.  Discussions were had on the following points:

• Preserving two house lots
• Preserving the original house lot
• Wells, septic systems
• Exposure to any excessive liability
• A Forest Management Plan
• Timber cutting
• Monitoring Plans
• The Town’s executory interest in the easement
• Various requirements imposed by the Federal government and the IRS in order for the easement to qualify under their rules

The parties will continue their conversations in the hopes of resolving the issues to the satisfaction of all parties.
