Wilton Conservation Commission - Minutes of 09 May 2005

Attending:  Spencer, Les, Laurence, Lynne.   Absent:  Alan.

• Review Minutes:  Review minutes from 11 April and 25 April, 2005.  Unanimously approved.  Minutes of 04 May not typed up yet.

• Budget & Expenditures:
- Approved Spencer’s expenditures of $47.47 for locks at the Frog Pond Gate, and for $39.98 for locks at Carnival Hill.
- Approved Les’s expenditure of $20.00 for book purchased at Saving Special Places Conference, “Natural Communities of New Hampshire”.
- Approved bill from David O’Hara, surveyor, in the amount of $530.00 for surveying and mylar for Hamlin Trail right-of-way.  There will be another bill from Attorney Wil Sullivan for legal work on the Hamlin Trail right-of-way.
- There will also be a bill from Wil Sullivan for legal work for the Frog Pond transaction.

• Positions and Responsibilities:  Added Les as Town Properties Overseer.

• ZBA Meeting of 10 May:  Chalet Susse appeal, Lots C–128–1–1 and C–128–1–2; C. Salisbury, Lot K – 106, request to add garage.  Discussed both of these.  No objection to Salisbury garage as it appears it is not on the brook side of the house.  Spencer will attend and follow-up on Chalet’s appeal.

• Planning Board Meeting of 18 May:  Discussion of Cingular cell tower and proposed boring under the brook and up the hill.  Review Planning Board agenda for 18 May; pay attention to Quinn Wilton Center Road property as well as the issues with Quinn Route 31S property.

• Violations & Complaints:
- Convenience 101:  Check if planting is being done.  Note there is a fence right across the mitigation area.  Moved to table until July when planting should be completed.  If planting is not completed, take appropriate action.

• Trails:
- Hamlin just about finished.
- There is a “private property” sign next to Farrell’s property right in the middle of our trail; who put it there and what is it doing there?  We need to find out.
- We should put up our trail signs (the ones we approved that Spencer bought) where the trail meets the road.  Will do this at Hamlin, Rensing and Four Corners Farm.

• Town Forest Lands:  Les approached Jon Nute, County Forester, and Jon agreed he will take a look at our Town Forest Lands and give us a report on management options.  He expects to have a report around the first of August.

• Possible Purchase of Land by WLC:  Discussed this.  Agreed in principle with the idea that WLC should purchase the adjoining land; it makes sense.  WLC does not want the entire parcel and would like WCC to purchase the rest.  Gretchen Dunn, chairperson of WLC Board, would like us to have a representative to this committee.  Spencer and Lynne will attend.

• Four Corners Farm:
- Spencer was contacted by the State regarding the water protection.  We need to fill out a form for them on the well protection when we do the monitoring.  No need to monitor now; plan to do it in the Fall.
- We should place our Conservation Easement signs on the corners of the easement land.  Do this at monitoring time.

• Carnival Hill:  Spencer talked with Steve Elliott (Highway Department) about stones and a gate at the bottom of the hill at the new ball fields.  We need to protect the hill from people driving wheeled vehicles through from the ball fields and up onto the hill.

• Frog Pond:
- We need to put two new posts at the Maple Street entrance by Mark Gabel’s to secure the field.  The chain that is there now has been vandalized and this is not a good solution anyway.  Spencer will talk with Steve Elliott for his advice and/or assistance.  Voted to spend up to $200 for new posts and  possibly new chain with plastic and reflectors.
- Frog Pond NRI meetings have been set up by Spencer.  May 31st will be a walk at the property; June 7th hope to have the local Conservation Officer talk with the group.  Spencer has 10 or 12 volunteers for this group.
- Spencer noted that wheeled vehicles have been coming into the Frog Pond from the Milford entrance.  We need to talk with Steve Moheban who is still the owner and see if he will help us close off this entrance to wheeled vehicles.  We should put up a sign and tell the police so they can act.
- Spencer talked with the Tromblys who mowed the field for the former owner.  They are still interested in doing it.  They only mow once a year, in late summer, because the field is too wet to do an early mowing.
- Spencer talked with George Hamilton, County Agriculture Agent, regarding a management plan for the field.  He advised to fertilize it in mid-summer only or right after the mowing.
- Mark Gabel called Spencer.  He will talk to the other neighbors about getting together to see what they can do regarding the possible purchase of the Frog Pond land at the lower field which abuts theirs.
- Discussion about Les working on the plan for the dam.  This is a lot of work.  Voted to give Les authorization to spend up to $500 to get the work going ($250 for fee to the NH Dam Bureau, $100 for wetlands fee, etc.).  Monies to come from the Frog Pond fund.

• NRI:  Meeting on 16 May with David McGraw from SPNHF.  Planning Board and ZBA and other interested citizens invited.  Important for Planning Board and ZBA because NRI information is critical to Master Plan update.

• Open Space Update:
- Hoover Land:  Continuing to work after meeting of 04 May where it was felt progress was made in coming to agreement.
- Dunn Land:  Randy Dunn talked with Spencer.  His mother is still intent on giving land to the town.  We still need to walk it.  Hope to do this in the Fall with Randy and his mother.

• Miscellaneous:
- SRLAC:  Spencer will do a walk at the Horseshoe prior to the next SRLAC meeting. Voted to support the Souhegan Watershed Association purchasing the Horseshoe.
- ROST:  Continuing with trail mapping project.  Bob Dillberger from Mason is working on a website for the trails and maps; it looks very good so far.
- SVLT:  Continuing to work on bylaws.  Discussions on various possible land projects; nothing concrete yet but a lot of opportunities are out there.
- R2C2:  Lynne did not attend the last meeting due to a conflict in scheduling.
- Saving Special Places Conference:  Les, Laurence and Lynne attended; shared info about the particular seminars.
