Minutes of November 14, 2005

Present:  Les, Spencer, Alan, and  Lynne.  Citizen Jonathan Sargent.  Laurence arrived later due to a previous commitment.

Review Minutes:  Minutes were not reviewed.

Budget & Expenditures:
- Spencer met with Carla Walter of Selectmen’s Office regarding budget reconciliation.  We spent $815 out of the MBNA/Conservation Acquisition Account for the Hamlin Trail.  We spent $975 for the Frog Pond gate and signs, out of Frog Pond Account.
- Spencer moved and Les seconded that we approve $30 reimbursement to Lynne for attendance at the NH Association of Conservation Commission Annual Meeting, and $63.90 to reimburse Alan for the 8- and 12-foot timbers for the spillway cover at the dam at the Frog Pond.
- We discussed revisions to the 2005 budget for 2006.  After discussion, Les made the motion that we present to the Budget Committee the proposed budget as follows:  $14,355 Operating Budget.  This amount is higher than usual due to the $10,000 request to finish the NRI in 2006.  Seconded by Laurence.  Passed unanimously.
- Discussed a possible warrant article for the Lot Line Adjustment at Frog Pond Land on Maple Street for abutters, in the amount of $4,000.  This is only conceptual at this time and would need to be reviewed by Attorney Little or Attorney Sullivan.

Jon Sargent Presentation:  The NRI is going to cover the whole town and Jon’s findings will confirm the information which will go into the report, which is based on NH Fish & Game information.  We discussed the areas we would like Jon to investigate (areas he has not already investigated), including Sheldrick Forest; Watts land off Marden Road; moving north up through Roedel land off County Farm Road, up towards Burton Pond area, down through that watershed through and around Duggin Road and wetlands towards reservoirs, including Langdell land; McGregor Road area on Russell Hill; Ben Holt/Westview Farms land between Dale Street and Pead Hill Road.  Alan will get maps to Jon.  Jon also has a new set of maps from Fish & Game, updated from the maps we received previously.  Jon will do a public presentation on Monday, 21 November at 7:30 PM regarding an overview of what we’re doing, what he has done, and will show photos, etc.

ZBA Meetings for October and November:   At October meeting, ZBA approved the variance request from New Spartan Properties for their property on Abbot Hill off Abbot Hill Acres Road and Proctor Road.  On the agenda for November meeting is a request for a variance submitted by Mark Gabel, an abutter to Frog Pond Land on Maple Street.  Mark wants to build a garage that would be closer to the lot line than otherwise allowed.  Spencer will attend the meeting.

Planning Board: 
- Quinn property at Wilton Center Road:  Plantings are holding.
- Need to follow Quinn land and excavation at Route 31 South; Tuttle Subdivision on Intervale Road; Granite State Concrete issue with air quality and second (unpermitted) generator.
- At a recent Planning Board work session on driveway ordinance and excavation ordinance, Planning Board members voted to support the NRI as presented to them that evening by Spencer.

Violations & Complaints:
- House-by-the-Side-of-the-Road mitigation plantings (Convenience 101 & J&D Towing):  Continue to follow.
- McKay property in Davisville (C-43-44):  Follow-up.

Frog Pond:
- Gate taken care of.  Sign in progress.
- Discussion of property line at point where land of Stephanie Rockwell meets land of Linda and Joe Bills.  Need to correctly establish that corner and lines.  Spencer to follow-up.
- After discussion, Les moved that we hire Alan Preston to cut brush on the dam, not to exceed the sum of $1,000, and further that Alan be hired to cut the edge of the field as set out in the Fish & Game grant, not to exceed the amount of $2,000.  Seconded by Spencer.  Passed unanimously, with Alan abstaining.
- We reviewed the Management Plan, and after discussion, Les moved that we accept this Management Plan as presented by Spencer, and spend $100 for the NH Dam Bureau fee for a Class A dam known as the Frog Pond.  Seconded by Laurence.  Passed unanimously.

Trails:   Spencer and Diane Fitzpatrick of the Milford Conservation Commission GPS’d all trailheads in Wilton.  This information will be used for the NRI, and for the ROST trail website and map.  Les mentioned that the trail manager at the Heald Tract moved Les’s trail and is working on improving other trails at the Tract.

Town Forest Lands:  Discussion was had on whether we should put up signs at all Town Forest lands.  Alan suggested we make sure all lands are on the maps, and defer signage to a later time.  All agreed.

Four Corners Farm:  We reviewed the monitoring report submitted by Spencer.  He will make corrections and submit to the State.  Les moved to accept the report as amended.  Seconded by Laurence.  Passed unanimously.

Carnival Hill:  Spencer stated that this monitoring report still needs to be finished.  He reported that one of the well-house covers is warping and needs to be fixed, also needs some stones around base under the cover.

NRI:  Still waiting for David McGraw to send SPNHF estimate letter.  We are on track with Jon Sargent’s proposed work.  We received Planning Board support vote.  Kick-off meeting scheduled for Monday, 05 December at 7:00 PM.

Open Space Update:  Hoover easement and Dunn Land both on hold.

Remove from Agenda:  Route 31 South item, and Town Forest Report item.

Miscellaneous: 
- SRLAC:  Next meting in Wilton on Thursday, 17 November.  The display regarding the river and historic photographs will move from town to town.  CDs of the photos will be available.
- ROST:  Trail mapping and website moving ahead.  Working again on full updated map of all member towns showing all protected lands, public and private.
- SVLT:  Working on “Trails Expo”.  Spencer is working on putting together a series of informational seminars to be sponsored by SVLT.
- NH Association of Conservation Commissions:  Lynne attended; reported on seminars, etc.
