Present: Les, Spencer, Laurence, and Lynne. Citizen Jessie Salisbury.
• Review Minutes: Minutes from September meeting not reviewed. Not a quorum at that meeting. No votes were taken.
• Budget & Expenditures: Discussion of year-to-date report. Reviewed expenditures. Spencer noted that this report did not include the Conservation Acquisition Fund or the Frog Pond Budget. He will get that information so we can check it and begin thinking about 2006 budget.
• ZBA Meetings for September and October: Nothing with any direct connection for WCC at September meeting. October agenda includes a request from New Spartan Properties for a variance for a cluster-type development on Abbot Hill off Abbot Hill Acres Road and Proctor Road. We will meet with Tom Quinn of New Spartan Properties tonight to discuss.
• Planning Board: General discussion regarding:
- Ben Holt/Westview Farms property: We prefer access for logging
and snowmobile/multipurpose trails to be on Dale Street and Pead Hill Road,
in addition to the limited access already available from the Town-owned
property off Lyndeborough Center Road.
- PSNH: Their request at upcoming meeting to cut trees on public
roads including some scenic roads.
- NH DOT: Their request for input on their project of guard-rail
improvement on Route 101; they are looking for comments.
- Granite State Concrete: NH DES is holding a hearing on air
quality and a non-permitted generator at the site.
• Violations & Complaints:
- House-by-the-Side-of-the-Road mitigation plantings (Convenience 101
and J&D Towing): Plantings look good, except for a couple of
dead plants. Seedlings look like weeds at this point. The berm
recommended is not installed yet (to defer water from parking lot run-off).
Continue to follow this one.
- McKay property in Davisville (C-43-44): Appear to be mowing
and leveling in wetlands area. Needs a site visit with photos; Spencer
and Les will follow-up.
• Route 31 South Limited Salt Route and Tree Cutting Request: No underground work yet; two power lines have been strung. No cutting of trees on the scenic section. The limited salt route discussion is on hold for now.
• New Spartan Properties – Abbot Hill/Abbot Hill Acres Road/Proctor Road: We broke off from the Agenda to meet with Tom Quinn of New Spartan Properties to discuss their proposed cluster-type subdivision on Abbot Hill off Abbot Hill Acres Road and Proctor Road. They will go to ZBA tomorrow night to request a variance. Out of 26 total acres, they propose that 14.75 acres be set aside for greenspace/conservation use. They would like to give an easement for access to the Souhegan River for recreation. A couple of different options for these uses were discussed. Final decision will depend on ZBA decisions and Planning Board comments and input. Spencer made the motion that we strongly support the proposal as presented and that we prefer the two parcels to be deeded under easement to the Town. Seconded by Les. Motion passed unanimously. Lynne will write a letter to ZBA regarding this and will attend the meeting.
• Trails: Spencer has not heard anything in regards to the bridge crossing grant (for snowmobilers at Isaac Frye Highway near Jon’s Cycle Barn). A general discussion was had of where to cross the river in that area, and decided we should meet with snowmobile group to discuss with them. Les made the motion that we meet with the snowmobilers in January or February to discuss this with them. Seconded by Laurence. Motion passed unanimously.
• Town Forest Lands: The only property appropriate for timber cutting is the Wegener lot on Potter Road. Probably no profit from the cutting, but it would pay for itself and would be good for the lot.
• Possible Purchase of Land by WLC: The WLC School Board hearing in September was postponed until 19 October. A brief questions & answer session was had at the September meeting.
• Regional Open Space Strategy (ROSS): No comments from WCC to enter into this report being compiled by NRPC.
• Four Corners Farm: Spencer had a call from Darrell DeTour of LCHIP; they set up the monitoring walk on October 18 at 3:00 PM. Comments: The barns appear to need new roofing. There are concerns about the yard around the house being unkempt and not mowed, etc.; talk with Stanley Young on that.
• Carnival Hill:
- Spencer and Darrell set up this monitoring walk for October 18 at
1:00 PM.
- Spencer talked with the Farmer; he would have no problem with gates
at the bottom of the field.
- Still need some rocks to prevent getting up into the field and hill
from the ball field. Need to be far enough from the field so that
kids don’t run into them while playing on fields.
• Frog Pond:
- We received a $2,000 grant from NH Fish & Game to cut the edges
of the field back, creating a “soft edge” which will encourage a clean
tree line for animal access and stop the woodland from encroaching onto
the field. This grant will also cover removing brush from the dam.
- The motion was made and unanimously approved to use up to $1,000
of our money from the Frog Pond Fund to cut and remove brush along the
backside of the dam.
- Spencer will follow-up on finalizing the gate at the Maple Street
entrance. To be the same type as at Carnival Hill. “No wheeled
motorized vehicles” sign to be installed. Lynne and Spencer will
work on an official sign for the gate. To be same size as Carnival
Hill sign. Agreed to spend not more than $1,800 for gate and signs.
- Spencer noted some ATV damage, and the bird houses have been removed
by parties unknown.
- Spencer presented the Frog Pond Maintenance Plan. There was
some discussion, and it was decided to come back with comments at next
month’s meeting.
- The dam spill-way project will not be finished this year.
• NRI: Still waiting for David McGraw to send SNHF estimate letter.
• Open Space Update:
- Reviewed the draft letter authored by Laurence to be sent to selected
landowners in town urging them to consider conserving their land by the
method of their choice. Letter would be sent with the CLCA/SPNHF
book (we have copies) which discusses the various ways and methods of conserving
land.
- No activity on Hoover easement.
• Miscellaneous:
- SRLAC: No activity.
- ROST: Continuing with trail mapping project and website work
by Bob Dillberger of Mason. Working on “Trails Expo” with SVLT and
Milford Conservation Commission.
- SVLT: Working on “Trails Expo” with ROST and Milford Conservation
Commission.
- NH Association of Conservation Commissions: Annual meeting
to be held on 05 November. Lynne will attend.
