Minutes of REGULAR MEETING
MONDAY – September 10, 2007  – 7:00 PM

The Wilton Conservation Commission held a regular monthly meeting on Monday, 10 September 2007, at 7:00 PM at the Town Hall Courtroom. Members: Lynne, Alan, Les and Spencer and citizens Bart Hunter and Bill Mahar were present. A number of items in this report were agreed on by consensus.   Any measure where a vote was taken is noted by standard motion procedures.

Expected items on the Agenda are as follows:
• Minutes – Approved minutes of August 13th with adjustments of the draft.
• Budget & Expenditures – not discussed
• ZBA – Lynne Reviewed the topics for the upcoming Meeting of 11 September
    • Hillside – D-84 Reviewed complaint file by Elizabeth M. Dunn with NHDES, emailed Jul 24, 2007. Lynne and Spencer will submit a letter reflecting the views that were discussed at this meeting.
• Planning Board – Meetings of 15 and 22 August; Upcoming Meeting of 19 September
    • Perham Woods, A special meeting will be held on Sept 17, 2007 @ 7 PM to discuss trails. Spencer will contact Bruce for snowmobile representation.
    • First Light Farms – Update/Status
       • The WCC took no actions on the above.
• Natural Resources Inventory (NRI) – No Information
• Flooding and Storm water Issues – Main Street Parking Lot; Rideout Rd/Captain Clark Rd; Pead Hill/Dale Street are still all in progress.
• Violations & Complaints – A&T Forest Products; Richards; Excessive Vehicles on Properties; Lot F-170
    • McKay Dredge & Fill Request – Update/Status,
    • No action taken this month on all the above up to date pictures of all sites need to be taken in the near future by Spencer.
• Open Lands – Review Letter, Process, Next Steps
    • Letters will be sent to all the large land owners by Laurence.  Lynne will get the books to Laurence.   Landowners list was reviewed and updated.
• Trails – Need to be monitored
• Land & Easements
    • Wilton-Temple Community Farm, Vegetable Garden Abbot Hill Lynne reported on problems with title search and Spencer is working on the Baseline Document.
    • Route 31 South Easement –need to have property marker signs place on the property.
    • McGettigan Easement, Spencer will discuss with Brenda Lind of Society email of July 25.
    • Fox Howe Easement –need monitored and property marker signs place on the property.
    • Hoover Easement – needs to be monitor and must get approval for Mr. Hoover for signs.
    • Frog Pond –Dam Project Progress
    • Chad is proceeding with dam permits for the dam work and the dredging.
    • Does the town need to pay the fees for permits?
    • Carnival Hill – Needs monitoring; Eagle Scout Project Alan will check status.
    • Four Corners Farm – Needs monitor
    • Burns Hill Road Town Forest – Update; Signage will be looked into if budget is sufficient.
    • Wegener Memorial Woods on Potter Road – November 5th Workshop on Philosophy Discussion. Chaired by Spencer.
    • NiSoHiLa - NH Forest Legacy 2007 Application – Moving ahead.
    • Rideout Land (40 acre Rideout Bird Sanctuary, now SPNHF?) – Continued Discussion
• Trails – Monitoring needs
• Miscellaneous

Workshop on Open Land followed meeting for about twenty minutes.
