Minutes of REGULAR MEETING 
MONDAY – October 22, 2007 – 7:00 PM

 
The Wilton Conservation Commission held a regular monthly meeting on Monday, 22 October 2007, at 7:00 PM at the Town Hall Courtroom. Members: Lynne, Laurence, Les and Spencer and citizen: Bart Hunter were present. Alan Preston was excused.  A number of items in this report were agreed on by consensus.Any measure where a vote was taken is noted by standard motion procedures.
Membership

Recommend to the selectmen that Bart Hunter be appointed to the WCC.

Budget & Expenditures – 

1.Frog Pond Dam fund to Meridian Land Service Motion Approve $2573.50 from the Frog to pay Meridian Land Service, Inc made by Spencer, seconded by Les, approved 

2.2008 Budget increase the operating budget by $500 from 2007 budget made by Laurence and second by Les, approved by all.

3.The replenish our Acquisition fund to $100,000, Spencer make the motion second by Les, approved by all.

4.Move to raise in the 2008 capital budget sum of not to exceed $3000 for the Frog Pond Project to offset the increase in the State Permit Fee.Motion by Spencer, seconded by Les, Approved by all.

·– Lot D-84, Spencer presented the letter on the Hillside Develop drafted at the WCC September 10 meeting .and on Oct 22nd reviewed the letter of Sept 28, from New England Erosion Control.

·October 9th, no representation from WCC at meeting.

·Lynne Reviewed the of Meeting of 11 September

·Hillside– D-84 Reviewed complaint file by Elizabeth M. Dunn with NHDES, emailed Jul 24, 2007. Lynne and Spencer wrote and submitted a letter reflecting the views that were discussed at September meeting. 

·Planning Board – no representation of WCC at the meeting. Lynne will send date of walk on Perham Woods.

·Discussion of the proposed Day Care at Four Corners Farm.Lynne will communicate with all involved.

·FlorenceRideoutSchoolBuilding Committee Les, Spencer, Bart and Lynne met with the committee and took a tour of the building on Sept 26th.The WCC was wondering about minutes for that group.

·Natural Resources Inventory (NRI) – Workshop with David McGraw of SPNHF on Wednesday evening and Les, Bart & I will meet on Wednesday at 9 AM.Bart, Spencer, and Les will continue to work on this project.

·Flooding and Storm water Issues – Main Street Parking Lot; has been permitted. Lynne signed for WCC.

·Violations & Complaints –No Action this month.

A&TForest Products; Richards; Excessive Vehicles on Properties; Lot F-170 

McKay Dredge & Fill Request 

·Open Lands – Review Letter, Process, Next Steps 

Letters will be sent to all the large land owners by Laurence. Books for this project are in.

·Trails – Need to be monitored

Easements, 

1.WiltonTemple Community Farm. Abbot Hill Farm lands– WCC discussed the situation.

2.McGettigan Spencer will discuss with Brenda Lind of Society email of July 25.

3.Route 31 South Easement –need to have property marker signs place on the property. 

4.Fox Howe Easement –need monitored and property marker signs place on the property.

5.Hoover Easement – needs to be monitor and must get approval for Mr. Hoover for signs.

6.Frog Pond – Update; Dam Project Progress 

7.Carnival Hill – Needs monitoring.

8.Four Corners Farm – Discussion about potential Day Care and the need for monitoring.

9.BurnsHillRoad TownForest – Update; Signage will be looked into if budget is sufficient.

10.Wegener Memorial Woods on Potter Road –Workshop on Philosophy Discussion.Chaired by Spencer.

11.NiSoHiLa - NH Forest Legacy 2007 Application – Update/Status

12.RideoutLand (40 acre Rideout Bird Sanctuary, now SPNHF?) – Continued Discussion

13.Stevens Easements held by SPNHF was discussed.H-78 is Mark Whitehill’s land. Spencer is getting a clarification of these from Brenda.
