Minutes of the Wilton Conservation Commission monthly meeting opened at 1905 on 8/11/08 by Bill Mahar, acting chair; Members: Les, Bill, Spencer, Bart Hunter. Bart Hunter agreed to record the minutes.

Guests: Jeff Stone, volunteer land monitor to talk about Frog Pond; Donald Sienkiewicz, owner/ developer to discus trail on First Light development; Dawn Tuomala, Site Engineer, to discuss Wildlife Review on Perham Woods/West View Farms development

1.      Minutes from last meeting tabled

2.      Postponed discussion of Chairman & Member duties until next meeting

3.      Budget discussion

a.       Spencer moved to pay Meridian the sum of $110. For services related to Frog Pond. Seconded by Les; voted in the affirmative

b.      Discussion of Frog Pond dam budget.  Spencer is trying to find a way to repair the dam without lowering the water.

c.       A discussion was held regarding the spillway and the repairs needed.

d.      Les moved that $3,000 be spent on engineering services reference the Frog Pond dam and spillway; Bill seconded. Voted in affirmative

e.       Spencer found that there were problems with the water due to road work above the pond do to development.  He contacted the contractor who agreed to deal with the issue as soon as possible.  The contractor also offered soil and gravel for the face of the Frog Pound dam

f.        Les moved that we have two tests of the field next to the Frog Pond tested, not to exceed $50.00

4.      Planning Board Meeting

a.       Discussion about Planning Board meeting in reference to Provost Development. Discussion centered around installing signs around conservation easement area

b.       Spencer moved that we spend $150 to buy 100 signs with the same format as our current signs; the new signs to read: Wetland-Buffer Restricted Area

c.       Further discussion of Provost in reference to monitoring after houses built. Spencer pointed out that we will have access per covenant with developer.

5.      1930 Discussion of First Light with Donald Sienkiewicz, owner/developer

a.       Discussion about donating land for trail off Isaac Fry highway thru his development.  He also talked about building a trail thru his current property to Mason Road and possibly to the Stephens property that has a Society for the Protection of New Forests easement.

b.      Spencer mentioned that Donald should look into funding for well head protection. Also discussed funding for trails

c.       He purposed building trail along east side of First Light with a “paper easement” for a loop across north end of lot and down east side to be built at some future time.

d.      Bart agreed to work with Donald on trails. Donald will contact Bart directly.

e.       Spencer moved that we move forward with purposed trail; Les seconded; voted in the affirmative

f.        Donald stated that he will ban snowmobiles on his property

g.       Trail will be built in the late stages of construction of his development

h.       He will write up a trail agreement and he will contact the Selectman

6.      2000 Dawn open discussion about Wildlife Review on Perham Woods/West View Farms, LLC.  She handed out copies of a letter she wrote to WCC in reference to letters from WCC to her at Monadnock Survey, Inc.

a.       Dawn showed us a new set of plans that show septic systems and well protection areas. She stated that these plans do not change the development layout—they are a more logical way of laying out the plans.

b.      Dawn has done a lot of work on laying out septic systems. She has done a number test pits that show the systems are not located on ledge. This was her answer to questions raised by WCC.

c.       Dawn asked how we wanted the forest plan noted.

                                                               i.      WCC agreed that a note be placed on plans that states that a Forest Manage plan be formulated by a Registered Forester before any cutting or forest projects are conducted on the Perham Woods property

                                                             ii.      We finished the discussion at 2033

d.      Spencer made a motion that we forward Dawn’s letter to Planning Board via Heather and ask that they forward to Tracy Tarr for review. Seconded by Bill. Voted in the affirmative. Bill will email Heather and inform her of our intentions. Letter was place in Planning Board box for their action.

7.      NRI discussion of Maps

a.       Natural Resource Co-occurrence map is keyed to other maps via color coding.

b.      Map levels show undeveloped, developed,

c.       Less found error on map; A-7 should be shown as Old County Farm Cemetery. Currently shown along road east of actual location

d.      Meeting end of Oct with SPNHF to go over maps

8.      Violations & Complaints:

a.       McKay property discussion about going in front of Selectman to discuss complaints  about work on McKay property

9.      Open Land tabled

10.  Wilton-Temple Community Farm tabled

11.  McGettigan legal work finished—easement on property has been transferred to town. WCC must post signs on perimeter of property

12.  Signs posted on perimeter of land on Route 31 South

13.  Fox Howe Easement—no action

14.  Hoover Easement. Mr.Hoover has purchased “Red Pine lot.” This land may be added to his existing easement

15.  Frog Pond—see above notes

16.  Carnival Hill. Spencer presented Carnival Hill Preliminary Report Draft #2 (see attachment) Discussion on receiving grant to trim edges of fields. 

a.       Discussion of cutting apple trees Carnival Hill. Spencer discussed bid of $3,000/acre for removing old orchard.

b.      Discussion about cutting trees for apple trees for fire wood. Spencer’s informed us that the Selectman have agreed that people can cut the apple trees.

c.       Todd Szewczyk of the Wilton Athletic Association to install basketball court to left of parking lot on Carnival Hill.  Dawn staked out courts however a farmer picked up stakes to mow. Todd understood and will replace stakes

17.  Carnival Hill Community Garden

a.       Spencer commented that the garden looks good

18.  Four Corners Farm

a.       Discussion of tree house still on property. Land owner should take action. Spencer will talk to land owner.

Les made a motion to adjourn, at 2126; seconded by Bill. Vote in the affirmative to adjourn.
