The Wilton Conservation Commission held its regular meeting on Monday, 14 January 2008, at 7:00 PM at the Town Hall Courtroom.  A number of items in this report were agreed on by consensus.  Any measure where a vote was taken is noted by standard motion procedures.  

 

Alan, Bart, Lynne, Bill, Spencer, and citizens Nicole Colvin-Griffin and Rose Draper were present.  Laurence was excused.

 

Minutes:  Minutes of December 14th and 19th were tabled until all can review.

 

New Member:  Bill Mahar has been appointed by the Selectman as a member of WCC.

 

2008 Budget:  A motion was made by Spencer, seconded by Bill, to authorize Lynne and Spencer to see that the Town Account, Conservation Land Acquisition fund, has a balance of $100,000, excluding (1) the encumbered funds for the Abbot Hill Land in the amount of $45,000 and (2) approximately $3,000 from the Capital Reserve, Land Acquisition fund which fund shall be closed out and transferred to the Town Account, Conservation Land Acquisition fund.  All in favor.

 

Warrant articles may need to be written:  (1) Check the wording of the past warrant article which allows funding and disbursement, and make adjustments as needed.  (2) Warrant article for $5,000 to cover the increase in costs and fees on the Frog Pond.

 

Community Garden at Carnival Hill:  Nicole Colvin-Griffin, who is putting this project together, presented the concepts of the project and guidelines for the site and members.   The board approved the concept and Nicole will present it to the Selectmen.  Guidelines approved with minor modifications.  The Community Garden at Carnival Hill will be included in WCC’s Carnival Hill Management Plan. 

 

ZBA:  Discussed outcomes from January 8 meeting.

 

Planning Board:  Reviewed December meeting minutes and new agenda for January meeting.

 

Provost Subdivision:  Spencer has advised that a bottomless culvert or typical round culvert do not solve issues regarding critters.  A possible solution is a bridge.  Spencer and Lynne will draft a letter to DES citing these culverts as not acceptable solutions.  Wilton/Lyndeborough joint Planning Board meeting scheduled for January 23; need to attend.

 

Perham Woods:  Lynne to check back with Owners and ask for map, etc. of parcel(s).

 

PSNH Tree Cutting on Scenic Roads:  Bart and Bill will coordinate with Les and David Crain of PSNH on walking the scenic roads relative to tree cutting.

 

NRI:  Spencer in contact with Dave McGraw.

 

Excavation Bill HB 1223:  This was discussed.  WCC feels this is a home rule/local control issue.  Agreed that Lynne will talk with NHACC and will write a letter to the House Committee.   Other groups in town are also active on this issue.

 

Violations & Complaints:  No activity or updates except to note flooding in area of McKay residence.

 

Open Lands:  The letters were sent out and one response to consideration for land protection was received so far. 

 

Frog Pond Dam Project:  Proceeding as planned.

 

Temple-Wilton Community Farm:  All parties (Town, seller, purchaser) have completed all necessary paperwork.  However, the project is on hold due to USDA revising the conservation easement template.  Estimate that this should be resolved between April and November 2008.  

 

McGettigan Easement:  Bart agreed to be the contact between Society and WCC for McGettigan Land.

 

No activity or updates on other easement/owned lands.

 

As required by NH laws, notice and agenda items for WCC meetings must be posted at least 24 hours before a meeting.  Because our meetings are on Mondays, agendas are drafted and posted no later than the Friday before the meeting.
