Minutes of Meeting
MONDAY – 14 SEPTEMBER 2009 – 7:00 PM
Town Hall Courtroom

The Wilton Conservation Commission held its regular monthly meeting on Monday, 14 September 2009, at 7:00 PM at the Town Hall Courtroom.

Bill and Laurence were not in attendance

Lynne called the meeting to order at 7:05 pm

Expected items on the Agenda are as follows:

• Minutes – Review Meeting Minutes  Approved
• Budget & Expenditures –
• Spencer had questions about the budget
• ZBA – 11August meeting; no September meeting
• Nothing that concerns WCC
• Planning Board – 19 August and 02 September meetings; upcoming meeting of 16 September
• Nothing new that concerns WCC
• Lynne informed them that we agreed with the plans for Bursey’s Lot
• Slocum presented his plans a work area on Rt 31 south.  WCC has already reviewed this project. Members agree that we must monitor this.
• Label Art Dam – Site Walk Review, Next Steps
• Bill, Les, and Spencer walked the area.  George (no last name recorded) and Christ Carter were on site.  They are working on the pond and stream running from the Label Art parking lot across Rt. 31 to the Souhegan River dam.
• Dam has gone up in status.  There may be a possible move to remove the dam.
• Invasive plant that needs to be removed
• Spencer wants us to write a letter to the Selectman about the DES project and send a letter to DES district, land owner, and WS Packaging (Label Art).
• Natural Resources Inventory (NRI) – Next Steps
• Spencer questioned if we wanted another session with SPNHF. One suggestion was to seek help on the Conservation Plan.  Spencer will call them about this
• Violations & Complaints
• Alan question what Bill McKay was doing on his property on Davisville Rd. Alan stated that he is getting ready to build a house.
• Open Lands – Update
• Local Open Space
• Frog Pond – Update
• Questions about if the amount is increasing.
• Alan added a large log bench.
• Carnival Hill – Update
• Spencer pointed out that the lock on the gate had been cut. He got a new lock
• Bill, Les, and Spencer met with members of the Wilton Gardens.  They need drainage.  Les checked the soil and discovered they were a Marlow Stoney and a Pew loam.  Les figured that they will need 300 to 400 feet tile drainage and a diversion  ditch
• Spencer made a motion that we appropriate the sum not to exceed $500 to install drain for Wilton Community Garden.  Les was appointed as project manager.  Lynne second the motion. Voted in the affirmative by all members present.
• Trails
• Buddy Dougherty representing the Wilton Wanders wants to create a new snowmobile trails map.
• Spencer made a motion that the WCC grant the Wilton Wanders the use of WCC NRI Recreation map as a base map for their new trail map.  With the provision that the new trail map include a disclaimer the WCC and the Town of Wilton are not responsible for the accuracy of the map or any right of ways defined on the map.
• Les seconded  Voted in the affirmative by all members present.
• Miscellaneous – including but not limited to:
- Souhegan Watershed Association – Update
- Souhegan River Local Advisory Committee (SoRLAC) –Update
- Regional Open Space Team (ROST) – Update
- Souhegan Valley Land Trust (SVLT) – Update
Les made a motion to adjourn at 8:25
