MINUTES OF MEETING

Town Hall Courtroom

 

The Wilton Conservation Commission held its regular monthly meeting on Monday, 09 March 2009, at 7:00 PM at the Town Hall Courtroom.

 

Spencer was not present.

 

Approved at 14 April 09 Bill made motion to approve minutes of March meeting.  Lynn seconded. Voted in affirmative by all members present.

 

 

Items on the Agenda are as follows:

·               Minutes – Review Feb Meeting Minutes

            Bill made motion to accept. Les Seconded Voted in the affirmative by all members present.

·               Town Report 2008 – Review of Town Meeting

It was noted that Lot G1 was listed as part of the Helen Rader Real estate instead of belonging to SPNHF

            Frog Pond now listed as town property

·               Budget & Expenditures

WCC was set at last year’s level.  WCC was not notified that this was going to be done.

We need clarification of what the final figures are going to be

·               Bluhm Donation – Discussion:  Donated $500.

Lynne believes that the money that can be used for general expenses.

We discussed using it for a bridge to access Frog Pond from the area of Carnival Hill/Town Barn

Also beams are availed from the town from the old Burton Rd Bridge at the Town Barn

·               ZBA – meeting

No meeting

·               Planning Board – meeting

·               Natural Resources Inventory (NRI) – Update

Unclear about the status of project—SPNHF laid off Tec. Who was working on project.

Bill and Alan went to NRI meeting in Lyndeboro. They discovered that it was a very different from Wilton’s NRI project. It was more centered about environmental inventory.

·               Violations & Complaints – A&T Forest Products; Excessive Vehicles on Properties; Lot F-170

Lot F-107 plowed snow onto field—part of the Frog Pond parcel.

A&T Forest Products is cutting more wood.

·            McKay Dredge & Fill Request – Update/Status

No changes

·               Open Lands – Discussion

Some discussion about Bluhm property that it might be for sale in the future.

H53 Question where the trail is located. The land is for sale and maybe has a purchase and sale agreement on it. WCC is concerned about the trail.

·               Local Open Space

·            Wilton-Temple Community Farm, New Land on Abbot Hill Road – Update

NRCS—Original person working on the project retired that left the grant process in limbo.

        Letter from Silas Little III reference wording of the agreement concerning easments

·            Fox Howe Easement – Update

Nothing new

·            Frog Pond – Dam Project Progress

        Nothing new to report

·            Carnival Hill – Update

        Alan has another day of work up there.

·            Four Corners Farm – Update

·            NiSoHiLa 2009 – Update

Lynne discussed property that Forestry Legacy might be interested in the South East corner of the town.

·               Trails – Update

·               Miscellaneous – including but not limited to:

Les made a motion to pay dues for 2009 to NH Association of Conservation a sum of $250.00. Laurence seconded. Voted in the affirmative by all members.

Saving Special Places 2009 Conference - 04 April – Update

Lynne asked if anyone is interested in going to “Saving Special Places 2009” on April 4. Lynne and Spencer plan on going.

-          Souhegan Watershed Association – Update

-          Souhegan River Local Advisory Committee (SoRLAC) –Update

-          Regional Open Space Team (ROST) – Update

We talked about trail days at Hampshire Hills on May 17. We talked about having a table, but no firm plans were made.

-          Souhegan Valley Land Trust (SVLT) – Update

At the last Lyndeboro Selectman’s meeting SVLT presented the Selectman with a deed for the lower section of Purgatory Falls.  Lynne and Spencer attended the meeting.

 

Les made a motion to adjourn the meeting at 8:30 Lynne seconded. Voted in the affirmative.
