MINUTES OF MEETING

Town Hall Courtroom

 

The Wilton Conservation Commission held its regular monthly meeting on Monday, 09 February 2009, at 7:00 PM at the Town Hall Courtroom.

               

                Spencer chaired the meeting. All members present except Lynne

            Spencer called meeting to order at 7:00 pm

 

·               Minutes – Review Meeting Minutes

Les made motion to accept minutes; Bill seconded motion. Voted in the affirmative by all members present.

·               Budget & Expenditures – Continued Budget Discussion

Spencer noted that the Budget was accepted by the Budget Committee without a problem

·               Town Report 2008 – Review

Lynn is working on this.

·         Simoni Property (Culvert), Isaac Frye Highway, Ray Shea, Engineer

Ray Shea presented information on the Simoni division Lot H56-6. One problem was an ordinance that prohibits driveways within 110 feet each other. There was some discussion as to when and why this ordinance was enacted. Ray presented the Dredge and Fill Application for the culvert.  After review by members Spencer signed the Dredge and Fill Application.

 

Les made a motion that we accept the proposed wetland crossing. Bill seconded the motion. Voted in the affirmative by all the members present.

 

Ray also talked about the snowmobile right of way.  Carlo Simoni is going to wait until plans for the driveway on lot H56-6 finished before he decides how to proceed with the snowmobile right of way. However, he will do some sort of easement.  The Commission made it very clear that they did want some sort of trail easement. Ray confirmed that Mr. Simoni understood.

No update

·               Violations & Complaints – A&T Forest Products; Excessive Vehicles on Properties; Lot F-170

·            McKay Dredge & Fill Request – Update/Status

No new information

·               Open Lands – Update; Next Steps

            No new inform

·               Local Open Space

·            Wilton-Temple Community Farm, New Land on Abbot Hill Road

Spencer made a motion that we appropriate the sum of $45,000 to be paid to Cheever and Sullivan, PA Trust Account which was previously approved after a public hearing for new land on Abbot Hill. Laurence seconded the motion. Voted in the affirmative by all members present.

·            Fox Howe Easement

No update

·            Frog Pond – Dam Project Progress

Les presented plans for a bridge and parking lot to access Frog Pond on the Carnival Hill side. Beams are available at the town shed.

·            Carnival Hill – Update

Laurence discussed cutting brush back to the walls. 

Spence has not followed up on USDA on drains.

·            Four Corners Farm – Update

Spencer sent registered letters to owner of the land and abutters about the tree house on Four Corners Farm that was built by an abutter

·               Trails – Update

A PA firm has money to donate for trails

·               Miscellaneous – including but not limited to:

-          Souhegan Watershed Association – No Update

-          Souhegan River Local Advisory Committee (SoRLAC) –No Update

-          Recycling at center at Pioneer was turned

-          Regional Open Space Team (ROST) – No Update

-          May 17 Trail symposium at Hampshire Hills.

-          Souhegan Valley Land Trust (SVLT) – No Update

The Bluhm Family sent a check for $500. 00 our general use.  Lynne will write them a thank you note.

@7:40 Laurence made a motion to adjourn meeting. Les seconded the motion, voted in affirmative.
