MINUTES OF MEETING

MONDAY – 13 DECEMBER 2010 – 7:00 PM

The Wilton Conservation Commission held its regular monthly meeting on Monday, 13 December 2010, at 7:00 PM at the Town Hall Courtroom.

Items on the Agenda are as follows:

• Minutes – Lynne called the meeting to order at 7:00 pm
• Budget & Expenditures – Review 2010 Budget and Proposed Budget for 2011
• We held a general discussion of the 2011 budget. Spencer presented a paper that will be read before the Budget Committee on Thursday night.
• One item that Lynne asked to be included in is that in Spencer’s presentation is “table at Frog Pond was burned”, instead of destroyed.
• ZBA – Meeting of 09 November; Upcoming Meeting of 14 December
• Tuesday’s night 12/14/10 discussion of permit to build deck behind property on main street.
• The WCC has discussed this and until we have new information the discussion was tabled.
• Planning Board – Meetings of 17 November and 01 December; Upcoming Meeting of 15 December
• November 17 meeting: 39 Main St requesting deck and stairs.
• Steve Wagner gave presentation on Water Shed Management
• December 1 the PB had a working session with nothing that concerned us
• Hunting at Frog Pond/Carnival Hill – Discussion; Action TBD
• Game Warden expressed that trying to post this land would be difficult
• It would involve three towns
• There have been no problems at this time
• After a discussion it was concluded that no action would be taken
• Temporary Cofferdam on Souhegan River at Lot K-165 –
• The emergency dam is in place and working
• The work on the dam will start in the spring
• Mill Brook Dam/Old Reservoir –
• No new information
• Laurence will contact Selectman  about what is happening the dam
• Forest Management at New Reservoir –
• Logging is finished no further action needed
• Label Art Dam –
• Laurence notice two men and a backhoe at the dam, however he was unable to determine what they were doing
• Temple-Wilton Community Farm – Discussion of New Agricultural Easement Land on Gage Road
• No new information
• Community Gardens at Carnival Hill –
• The Selectman approved the drainage project
• However, due to cold weather it is unlikely that the project will start until spring
• Violations & Complaints –
• Nothing new
• Open Lands – Update--none
• Local Open Space
• Signage – Spencer has new signage
• Sherburne Woods – Update; Management Plan
• Spencer is still working on plan
• Frog Pond – Update; Bridge, R-O-W Culvert, Maintenance, etc
• Chris Carter asked about moving the stones around the gate to provide more parking on Maple Street
• Some questions about if someone living on the property—no clear indication
• There are problems with Mark Gable parking on town land
• Alan made a motion that we do the following:
• Buy the materials for the Tannery Brook bridge
• Move the stones and clear brush at the Maple street entrance to the frog pond
• Buy the culvert for the Hutchinson/Rockwell right of way to the frog pond dam
• Not to exceed the budget
• Seconded by Les
