Jim Tuttle called the meeting to order at 7:40 p.m.
1. Minutes - July 31, 2002
Corrections: Page 1, #2, paragraph 1, line 4 change
wellhead protection to watershed protection and after the word land, add:
which is Lot F-24.
Page 1, #2, paragraph 3, line 4 change Everitt
to Everret. MOTION: Mr. Herlihy moved to accept the 7/31/02 minutes
as corrected. Mr. McGettigan
seconded and all were in favor.
Old Business
2. Capital Reserve Account for river crossing. Discussion
as to what amount needed to be placed in the account. Board voted to place
$350,000 into the account
on April 25, 2001, but Treasurer Barry Greene never placed the funds into
the account. Now the board is considering whether that much is actually
needed.
No decision made.
3. Ken Sullivan Water Service Bill. Mr. Sullivan not able to attend this meeting but will attend September meeting.
4. Status of Current Water Projects:
· Repair of valves & leaks @ new reservoir: some valves
removed. More to be removed and repaired.
· Eastview gates, valves & landscaping: Completed.
· Fence project @ new reservoir: Commissioners will walk the
site on Sunday, September 1 at 9:30 a.m.
Mr. McGettigan said that while they were working
at the reservoir, they discovered that in the gate house vandals had taken
two gate valve wheels, removed the man-hole cover, and thrown them down
the shaft.
Discussion as to how to make the gate house more protected.
5. Action items report:
· Holt Road extension not completed
· Hydrant flushing completed and 4 broken hydrants repaired.
· Remaining items not completed.
6. River/RR Crossing update: Mr. McGettigan spoke to George Thayer of Guilford Transportation, who said that he will send a letter outlining what Guilford needs in order to give the go-ahead.
7. Tom Quinn request to remove gravel on water dept. property:
Mr. Herlihy received two maps from DES;
A Favorable Gravel Well Analysis map and a
Drinking Water Resources & Potential Contamination Sources map with
accompanying documents. More study needed.
New Business
8. Water Service to new Police Bldg.: The board noted that supplies and labor were used for this project. Need to be sure that Town pays WWW for supplies used and doesnt bill WWW for labor. Mr. McGettigan will contact the Selectmen.
9. Water Tower Painting bids: 3 bids received from Hemi in No. Attleboro; Pittsburgh in Henderson, KY and Cornerstone in Fremont. Cornerstone was the lowest bid. Mr. McGettigan will call them to get references and then contact the references.
10. Mr. Herlihy suggested making a new aquifer protection district to
protect the town wells. Will work with the planning board to accomplish
this.
