Jim Tuttle called the meeting to order at 7:02 p.m.
Minutes – July 28, 2004
MOTION: Mr. McGettigan moved to approve the 7/28/04 minutes as written. Mr. Herlihy
seconded the motion and all were in favor.

NEW BUSINESS
Stephanie Hanson, Environmental Scientist with Comprehensive Environmental Inc., after meeting with Mr. McGettigan, walking along the Route 31 Wellhead Protection Area, and studying the new maps and plans that have been done in the last couple of years, presented two ideas for grants that could help fund diversion or containment systems along Route 31.

The first is The Source Water Protection Grant from DES for $15,000. Comprehensive would do a Vulnerability Assessment and then a feasibility study to address the chloride in the storm water runoff and also the potential for a spill or accident to contaminate the wells. Engineers will come up with a conceptual design for a system or systems and she believes there will be enough money to start construction. She said a match is not required for the grant but if the Commission could come up with a 25% match, that would help secure the grant.
MOTION:  Mr. McGettigan moved to provide a match of 25% of the grant up to an amount of $4,000. Mr. Herlihy seconded the motion and all were in favor.

The second grant is the Watershed Restoration Grant which would pertain to the Souhegan River because it is classified as an “impaired water body” because of the levels of e.coli found. The grant will identify potential pollution sources. Because the Abbot well is less than 100’ from the Souhegan River and approximately 30% of its recharge is from the river, the Commissioners decided to apply for this grant as well. This grant requires a 40% match and the grant amount varies according to the application and project.

Milford Water, Sewer Meeting: The Commissioners will attend a meeting at the Milford Town Hall on Wednesday, September 8th at 7 p.m.

2nd River Crossing Progress: Mr. Herlihy will apply to DES for a six-month extension of the wetland crossing permit no later than December 1st.  Mr. Herlihy said that he did not contact the drilling companies that he said he would call. He gave most of the list to Mr. Tuttle to call but he will contact Vortek, LLC and Baystate Piping. Mr. McGettigan will continue to try to contact Lennie at R. H. White.  Mr. Tuttle still needs to contact Jeff at Henniker Directional Drilling and ask, again, for a different bid. Mr. Herlihy will contact the Association of General Contractors of NH in Concord and, if possible, place an ad in their publication.

Dry Hydrant at New Reservoir:  Mr. McGettigan said that all the parts are in.

Backflow Preventer Testing:  Mr. McGettigan will try to reschedule Porter Plumbing to replace two devices at Label Art and the broken ball valve at Souhegan Mill and also the job at Sam Proctor’s. The Commissioners are looking for plumbers with insurance who want to work.

Draper Road: The repairs were made but the road needs to be patched. Mr. McGettigan will contact Ruth Thibodeau and oversee the paving.

Quinn Bros. Gravel Operation:  The Planning Board would like a letter from the Water Commissioners stating that they are in favor of and happy with the proposed gravel operation that will take place on Lot E – 23, which is Town-owned land. Mr. Herlihy will write the letter.

Water Commission Land: Mr. McGettigan will contact Bob Todd regarding the bid to do the survey as requested. If he can’t do it, Mr. McGettigan will ask Monadnock Survey if they can do it.

MOTION: Mr. Tuttle moved to adjourn the meeting, seconded by Mr. Herlihy with all in favor.
    The meeting was adjourned at 9:33 p.m.

• Contat Bob Todd or Monadnock Survey to survey all WWW properties & set the bounds.
• Oversee dry hydrant installation at reservoir.
• Contact Roger Kieleg @ HTE Engineering and ask him install test borings on lower Main Street E. of Pine Valley St. to look for ledge and see what soil is like there for river crossing.
• Cut rope swing at reservoir.
• Make a list of “wrong way” valves to go with the mapping project.

• Call Jay Matatuski at Rural Water Re: engineer for future water tank study..
• Oversee check valve installations.
• Schedule the following:
• Oversee patching of Draper Road with Ruth Thibodeau.
• Replace and relocate hydrant on Russell Street
• Replace and relocate hydrant on Intervale Road
• Remove the loam from the pump station driveway.

Tom Herlihy
• Contact EG&G re: Sept. meeting date & general contractor suggestions for river crossing.
• Contact Asso. of General Contractors of NH and place ad.
• Send letter to DOT requesting reduced winter maintenance area.
• Write letter to Planning Board re: Lot E – 23 gravel operation.
• Contact DES re: extending length of Wetland Crossing Permit no later than December 1st.
• Contact Mark @ Milford Plumbing for availability.
• Contact Attorney Donovan regarding status of Eastview easement language.
• Contact Attorney Morgan Hollis regarding Chow & Blackmer easements.
• Create Cross Connection Control Policy, Failure Notice & Cover Letter.
• Come up with revised rules & regulations after reviewing those of similarly sized towns. These to include standardized costs for bringing new service to residences and businesses as well as costs for meter installations, among other things.
• Create Emergency Water Supply Connection plan.

• Call Jeff @ Henniker Directional Drilling and again ask for a reduced bid.

• Get a price for paving a piece of the parking lot at the Pump Station.
• Paint inside of water tank before 2006.
