Jim Tuttle called the meeting to order at 7:25 p.m.
Minutes – August 24, 2004
MOTION: Mr. Herlihy moved to approve the 8/24/04 minutes as written. Mr. McGettigan
seconded the motion and all were in favor.
Status of Easements for 2nd River Crossing: Jim will contact Wil Sullivan about extending the
areas of the easements for both Chow and Blackmer to allow for a better river crossing location.
2nd River Crossing Progress:
§ Mr. Herlihy will contact Jay Heavysides at Meridian re: extending the length of the Wetland Crossing Permit and possibly updating the plan.
§ Mr. McGettigan will continue to try to contact Lennie at R. H. White.
§ Henniker Directional Drilling gave a verbal bid of $110/foot, which includes the pipe, for crossing the highway from the condos to Chow’s land. The distance is estimated to be 500 feet.
§ The Commissioners are still waiting for bids from Guilford Directional Drilling, Cairns Construction, & SUR Construction. Mr. McGettigan will contact them before the next meeting and ask them for leads on pipe jackers as well.
§ Mr. McGettigan will inform Kokko Realty (Condo Manager) re: highway crossing.
§ Mr. McGettigan will hire a contractor to do test borings on lower Main Street, E. of Pine Valley, in order to determine what the soil is like there in preparation for the river crossing. On the same day, test borings need to be made on Intervale Road behind Bursey’s for a possible service extension.
Dry Hydrant at New Reservoir: Mr. McGettigan will schedule with Staiti Excavation.
Quinn Bros. Gravel Operation: Dan Tinkham, with Emery & Garrett Groundwater, Inc. will be in Wilton October 5th to install the 3 monitoring wells required along Webb Road for the Quinn gravel operation. Shortly after, EG & G will develop all the wells and samples for the baseline chemistry. That will allow the Quinn’s to start operations shortly thereafter. Another day of drilling is reserved
for early November, so that EG & G can install the remaining piezometers for Wilton system
monitoring.
Backflow Preventer Testing: Mr. McGettigan will reschedule Porter Plumbing to replace two devices at Label Art and the broken ball valve at Souhegan Mill and also the job at Sam Proctor’s.
Mike Putnam may be able to do some of these jobs as may Mark at Milford Plumbing.
Timber Removal: Dave Parker with Gentle Giant has been hired to remove some trees from the Davidson Property/Quinn gravel operation so Mr. Herlihy hired him to cut some trees from the east
side of Route 31, on the town property, in order to allow more sun to hit Route 31 in the winter. Mr.
McGettigan will file an Intent to Cut with the Town. Mr. McGettigan will be in charge of the project
and will inform Mr. Parker that the Commission will need an inventory of the timber taken.
MOTION: Mr. Tuttle moved to adjourn the meeting, seconded by Mr. Herlihy with all in favor.

§ Contact Roger Kieleg @ HTE Engineering or other contractor and ask him install test borings on lower Main Street E. of Pine Valley St. to look for ledge and see what soil is like there for river crossing. In addition, have test borings done on Intervale Road behind Bursey's.
§ Cut rope swing at reservoir.
§ Oversee Plumbing work at Label Art & Souhegan Mills. Get current copy of plumber’s insurance.
§ Arrange for Jane or Doreece to contact Sam Proctor to set up an appointment for installation of backflow device at 40 Madison Street.
§ Arrange for Plumber to install backflow device at 40 Madison Street as well as check to be sure well is not cross-connected to Town water.
§ Call Jay Matatuski at Rural Water Re: engineer for future water tank study.
§ Make a list of “wrong way” valves to go with the mapping project.
§ Schedule the following:
§ Oversee patching of Draper Road.

§ Create Cross Connection Failure Notice & Cover Letter.
§ Come up with revised rules & regulations after reviewing those of similarly sized towns. These to include standardized costs for bringing new service to residences and businesses as well as costs for meter installations, among other things.
§ Create Emergency Water Supply Connection plan.
