Jim Tuttle called the meeting to order at 7:55 p.m.
Minutes – July 26, 2006
MOTION: McGettigan /Herlihy to approve the 7/26/06 minutes as written.
All were in favor.
Randy Dunn asked about the upcoming closure of lower Main Street. The
commissioners explained that it would be closed from Madison St. to Pine
Valley St. from September 5 through September 22 in order to complete the
RR/river crossing project. He was concerned about trucks being able to
get in and out during that time. The commissioners asked Ben Lunsted to
be sure that a sign was erected at the Milford entrance to downtown Wilton
that directed trucks to the next entrance on the right and also to erect
a “no truck traffic” sign at Draper’s garage.
Report from CEI: Ben Lundsted discussed work completed by Todd
Cote with ECI. Mr. Tuttle was not happy with the clean up work done at
Eastview. He said that instead of cleaning up the trash, he pushed it into
the woods and then spread the loam. He also put the wrong size stone in
the ditches. He also installed a cracked pipe on the Chow property and
then had to uninstall it after it was set in concrete. The commissioners
questioned why he didn’t see the crack and why Chris, the inspector, didn’t
see it. They told Ben that they wanted all small parts for the upcoming
job stored in the town barn after they were delivered. They went over the
bid proposal for phases I and III and asked Ben to call Todd w/ref. to
item 4 and what the charge should actually be. They went over the bill
for phase II
and noted some questionable charges that they asked Ben to question
Todd about. They talked about the inspector and how he was on the job for
8 hours during pipe jacking and only one hour when pipe was being worked
on above ground, just the opposite of what they had wanted.
MOTION: McGettigan/Herlihy to authorize a full-time inspector on the
job, when necessary, anytime the contractor is working. All in favor.
Mr. McGettigan had a letter from Beth Ann McCarthy with DES regarding the dam connected to the reservoirs. The letter said they had scheduled a dam opening for September 11th, which would be right in the middle of the river crossing project. Ben took the letter and said he would contact her and see where things stood after Mr. McGettigan’s plea to postpone the date.
Reduced Salt Use: Mr. Herlihy will draft a letter to the Wilton police and fire departments, the Lyndeborough/Wilton/Temple Ambulance, the Wilton school bus companies and the Wilton Selectmen asking each of them to send a letter supporting low salt usage on Route 31 South near the Wilton municipal wells. Mr. McGettigan will hand deliver the final letters.
Pennichuck (PWW): A section of the main will be removed near the river crossing for visual inspection in order to address a water supply problem.
Inspect Inside of Tank: Mr. Tuttle called Underwater Solutions and got a bid of $2,875 to inspect the tank. He said it has been three years since the last inspection. He gave them the go-ahead for the inspection. They should do it sometime this fall.
Specs adoption:
MOTION: Tuttle/Herlihy to adopt the specs that PWW uses for materials
and installations for new services and also to use their inspector when
a new service is being installed.
There was much discussion about why there is a need for uniformity
with materials that are used in installations. Mr. McGettigan did not agree
that there was such a need.
MOTION: Herlihy/McGettigan to table the vote on the motion until the
next meeting. All in favor.
MOTION: Herlihy/McGettigan to adjourn. All in favor. The meeting adjourned at 10:55 p.m.
