Jim Tuttle called the meeting to order at 8:00 p.m.
Commissioner Herlihy acting as Secretary as Diane Nilsson was unable
to attend the meeting

Minutes – August 2006
MOTION: Tuttle/McGettigan to approve the 8/30/06 minutes as
presented. All were in favor.
Report from CEI:
Ben Lundstedt reported that Guilford Railroad is the stumbling block
in beginning the pipe jacking under their tracks. ECI has submitted
the required paperwork and now the railroad engineers are evaluating it.
A lease agreement must be signed by the Selectmen also. A payment
in the amount of $29,420.86 is required to complete the payoff on Phase
1 and 1A to ECI. Questions were raised over a $1000 freight charge
from ECI. Ben will investigate and advise the Commissioners.
He will also continue to proof invoices as they are received from ECI for
Phase 3. It is hoped that the river crossing will be completed mid
to late October.
Other Business:
The Commissioners are still attempting to complete the fall round of
testing backflow prevention devices but the Town Office employees have
so far not found time to make appointments for Pennichuck Water Works to
finish this task. Charlie McGettigan will attempt to expedite.
Charlie will also make sure the propane tank at the well site is filled
for the winter season. It was agreed that the Commission would shop
for the best price for next year.
The Ford engine that drives the Everett Well pump, in the event of
a power failure, needs servicing. Its battery charger appears to
be inoperative and the engine itself needs preventive maintenance.
Charlie will check on prices. Pennichuck can have it done for $534
thru their contact.
The Commissioners discussed hiring Emery and Garret Groundwater to
delineate the well head and aquifer protection areas. The cost estimate
is $45,000 +/-. The Planning Board will be asked to participate in
the funding and a State grant may be available.
The Commissioners agreed to stake out an area at the Everett Well site
and pour a concrete pad to support the office/storage trailer being purchased
for spill containment materials. Once the pad is poured, the trailer
will be purchased, installed and stocked with the necessary spill mitigation
materials. The State of NH is contributing $10,200 to the effort.
Tom Herlihy is tasked with writing the road salt reduction letter that
must be signed by various Town officials and returned to the State DOT
for processing. Once the letter is written, Charlie will contact
each official for their signature.
Charlie will set up the emergency evacuation drill as required in the
Water Commission Dam Plan. He will get Tom and Jim to help him if
necessary.
The motion to adopt Pennichuck Water Works installation rules and regulations
was brought from the table for consideration. Charlie brought the
rules and regulations from Oak Bluffs and Edgartown, MA. for the Commissioners
to peruse. His feelings are that the rules are much simpler and more
suited to the Wilton Water Works than Pennichuck. It was agreed that
the issue would once again be placed upon the table for further study and
voted on at the October meeting.
The issue of what sized water tap would be used for residential construction
was raised. Charlie felt that single family and duplex construction
required only a 1” line and quoted several surrounding water system rules
that have this requirement. Jim felt that two families or more would
need a 2” tap in the street regardless of the pipe size on the owner’s
property. The issue was discussed at some length but no conclusion
was drawn. The hour being late, the decision will be made at the
next meeting.
