The Board reviewed and approved for payment the current bills.

The meeting began at

5 The Board reviewed minutes from the

line 6. The company name, “Arnie Marble”, should be “RE Marble”.
7 A MOTION was made by Mr. Duquette and
SECONDED by Mr. Tuttle to accept the
8 minutes as presented.

11 The
Board discussed backflow issues. Mr. Duquette noted that the letter the Water
12 Commission
received, from Bob Mann of
13 the property line. Mr. Duquette noted that he gave a copy of the
letter to Fred Roedel
14 and
Mr. Roedel said that it was satisfactory. Mr. Duquette noted that Mr. Roedel is
in
15 the
process of working with Mr. Wetherbee to set up a
time to put in the backflow
16 device. Mr.
Duquette noted that Mr. Roedel wants to run a line off the main, prior to
17 the
backflow device, and run it down the street into the building to backfeed the whole
18 system. Mr.
Duquette noted that the white and brick buildings have their own
19 domestic water away from the big building. He noted that the
drinking water will be
20
outside the device and there won’t be any liability for the mill area. Mr. Tuttle asked if
21 the Wetherbee proposal was for the Water Commission or Roedel
and if Wetherbee
22
would be installing the new hydrant. Mr. Duquette said that the proposal is for
the
23
Water Commission. He noted that they will be doing this work on a weekend.

explained that we pay time and a half for weekend work; so if we
want to be on the
2
same schedule rather than tearing the place up twice, it might be
worthwhile to
3
have Weatherbee do the work,
depending on what it costs us. Mr.
Duquette
4
noted that he asked Mr. Wetherbee if he
would be interested in giving the Water
5
Commission a price for running the hydrant line across the parking
lot in behind the
6
barriers since they will have to take the barriers out anyways,
taking out the hydrant
7
and gate valve in the back and throwing in a new gate valve and an
open line to the
8
river. The Board
discussed the Wetherbee proposal and determined that
changes
9
need to be made.
Mr. Tuttle advised that it is not the Water Commission’s
10 responsibility to patch the hole and Mr.
Duquette disagreed. Mr. Tuttle noted
that
11 Randy’s service isn’t on
the proposal. Mr. Somero advised that Roedel is
taking care
12 of Randy’s service.
13 A MOTION was made by Mr. McGettigan and SECONDED by Mr.
Duquette to move
14 forward with completion of the Roedel project by
15 valve and open pipe at the river bank and install the hydrant
from the existing main
16 to the small brick building, saw cut trench line, remove and
dispose of asphalt,
17 excavate trench, install water main to the hydrant, install
the hydrant with thrust
18 block, back fill with sand, compact trench line, prep for
pavement and pave trench
19 line.
20 Voting: motion carried
with two to one vote

22 The Board discussed
23 intend to put in a backflow
device because there is no law that requires he do it. He
24 noted that Mr. Wagner has
been trying to contact Silus and suggested they wait
to
25
see what Silus has to say about it. Mr. Tuttle
advised that any connection
26 considered to be a potential
contaminate source must have a backflow device. Mr.
27 Duquette noted that he asked Mr.
Wagner to come to the August Water
28 Commission meeting and suggested that
Mr. Tuttle go to see him because he is the
29 the only Board member who hasn’t had
a chance to speak to Mr. Wagner yet.

The Board discussed backflow prevention inspections. Mr. Tuttle suggested that the
2
clerk should make one standard letter, out of the three different
letters that have
3
been sent out to notify water users of inspections, so that it can
be the copy used in
4
future mailings. The date is the only information that
will need to be added each
5
time a mailing is sent out. There was some discussion and disagreement
about who
6
is responsible for doing the inspections and whether inspections
are necessary in
7
some cases. Mr. Duquette advised that testing is the
responsibility of the irrigation
8
company and Mr. Somero noted that the
town is already protected by the check
9
valve. Mr.
Tuttle noted that the sprinkler system is tied into the water system after
10 the check valve so that’s
a place where something other than drinking water could
11 get into the pipes. Mr.
Duquette noted that any contaminated water can’t come
12 back into the public water
supply because of the check valves. Mr.
Tuttle noted
13 that the check valve
doesn’t protect the home and the Water Commission is liable
14 for the water until it comes
out of the faucet, into the sink. Mr. Tuttle advised that
15 since the water that comes
out of the faucet is beyond the check valve, it isn’t
16 protected. Mr. Duquette disagreed
about who was liable for that unprotected
17 water. He advised that the
Water Commission’s responsibility stops at the meter
18 and anything beyond the meter
is the responsibility of the homeowner.
Mr.
19 McGettigan suggested that
they ask Bob Mann of
20
21 Mr. McGettigan mentioned
the Sewer Commission meeting starting after the end of
22 the Water Commission
meeting and Mr. LaChance noted that he didn’t want to start
23 a Sewer Commission meeting
at
24 Sewer Commission meeting
for another time.

26 A MOTION was made by Mr. Duquette and SECONDED by Mr.
McGettigan to
27 adjourn the
meeting.
29 Mr.
Tuttle noted that he had one more item to discuss. He advised that he told
30 Patrick he would contact Steve and ask
him to remove the stumps at the reservoir
31 to set it up for
their machinery. The Board agreed to have Steve remove the stumps.
